- Papers Laid upon the Table-
The Minister of Economic Planning and Investment Promotion
Agreement between the Government of the Republic of Zimbabwe and the Governmnet of the Republic of South Africa for the Promotion and Reciprocal Protection of Investments [ by Section 111B of the Constitution].
- The Minister of Economic Planning and Investment Promotion moved:
THAT WHEREAS, Sub Section (1) of Section of 111B of the Constitution of Zimbabwe provides that any convention, treaty, or agreement acceded or executed by or under the athourity of the President with one or more foreign states or governments or international organisations shall be subject to approval by Parliament;
AND WHEREAS, the Agreement for the promotion and Reciprocal Protection of Investments between the Government of the Republic of Zimbabwe and the Government of the Republic of South Africa was signed on 27th November, 2009 between the Government of the Republic of Zimbawe and the Government of the Republic of South Africa;
AND WHEREAS, Article 12 (1) of this Agreement provides that it shall enter into force 30 days after receipt of the last notification that both parties have completed their respective constitutional requirements;
AND WHEREAS, the Government of Zimbabwe, having signed the aforesaid Agreement and is desirous of operationalising it; and
NOW THEREFORE, the Senate ratifies the same and undertakes to faithfully fulfill and carry out the stipulations therein contained.

General Assembly in New York on the 25th September 2009 and resolves that its sincere appreciation and gratitude be conveyed to His Excellency.

Concerned with the phenomenon of climate change that continues to wreck havoc with the food security in Zimbabwe:
FURTHER CONCERNED that millions of Zimbabweans are faced with the stark reality of a below normal food crops harvest this season as a result of erratic rainfall patterns coupled with the general lack of sufficient agricultural inputs;
NOTING that the devastating effects of global warming as a result of climate change are yet to be fully realised and appreciated;
THIS HOUSE, CALLS upon the inclusive government to urgently institute a comprehensive and holistic study of the effects of climate change on the food security situation in Zimbabwe and also takes appropriate mitigatory measures against the effects of climate change.

NOTING the number of people who are on Antiretroviral Therapy and those in need of Antiretroviral Therapy;
CONCERNED that the Community and Home Based Care givers are volunteers, and there is inadequate funding for Home Based Care Programmes from the Ministry of Health and Child Welfare and the National AIDS Council;
FURTHER CONCERNED that there are a lot of organisations involved in Community and Home Based Care Programmes;
NOW THEREFORE calls upon government:
- to make funding available for Community and Home Based Programmes
- to review the Home Based Care Policy so that it contains provisions for incentives for Community and Home Based Care Givers
- ensures further decentralization and standardization of Home Based Care Program- Hon. Muchihwa

SENATOR MUMVURI: To ask the Co-Ministers of Home Affairs to explain the measures that the Ministry has put in place to curtail the rampant thefts of property, illegal panning of gold and indiscriminate cutting of trees perpetuated by the unemployed former farm workers who are still living on legally acquired and resettled farms. |

SENATOR MUMVURI: To ask the Minister of Health and Child Welfare to inform the House the number of health centers in Rushinga Rural District that have acquired |
referral status allowing them to distribute Anti-Retroviral (ARV) drugs and the measures the ministry is taking to increase the number of qualified staff (doctors and nurses) and to improve the supply of drugs at Chimhanda District Hospital.
*3. SENATOR MUMVURI: To ask the Minister of Higher and Tertiary Education t/ inform the House:
- when the student teachers in Intakes 2 ajd 3 who have since comѰleted the programme at Madziwa!Teachers’ College are going to be
certificated;
- what steps the ministry is taking to improve a聮d upgrade theĠfailities aô Madziwa Teacherw’ College inorder Ŧor the college to significantly increase its intke of trainees, and
- why the recruitmeît of students on tѨe"Presideࡳtial Schɯlarship0to Soqth African Universities gas centralized this yeaࡳ as opposed to d䁥centralization through the Provinces as has been the case in previous years.
*4. SENATOR MUMVURI: To ask the Education, Sport, Arts and Culture to inform the House what long-term measures the ministry is putting in place to recruit and retain Mathematics and Science teachers in the rural schools.
