TERMS OF REFERENCE
CONSULTANCY SERVICES FOR DEVELOPMENT OF 5 SUSTAINABLE DEVELOPMENT GOALS BASED TRAINING MODULES FOR PARLIAMENT AND FACILITATION OF TRAINING OF TRAINERS FOR PARLIAMENTARY STAFF.
- BACKGROUND INFORMATION
The Constitution of Zimbabwe expanded the powers of Parliament in line with the doctrine of the Separation of Powers, between and amongst the Judiciary, the Executive and Parliament. Section 119 of the Constitution confers Parliament with the power to protect the Constitution and promote democratic governance in Zimbabwe. In this regard, the Parliament is the supreme oversight, legislative and representative body in Zimbabwe. Parliament developed its Sixth Institutional Strategic Plan (ISP) (2018-2023), covering the duration of the Ninth Parliament. The ISP was designed in response to Zimbabwe’s development priorities outlined in Zimbabwe’s Vision 2030 (transform Zimbabwe to an upper middle-income economy by 2030), the Transitional Stabilization Program (TSP) 2018-2020, the Constitution of Zimbabwe, Parliament of Zimbabwe Standing Orders and the Sustainable Development Goals. Parliamentary business is also aligned with the National Development Strategy 1 (NDS1).
On the same, Zimbabwe as a member state of the United Nations adopted the UN 2030 Sustainable Development Agenda in September 2015 through Zimbabwe’s development priorities outlined in the Zimbabwe United Nations Development Framework (ZUNDAF) 2012-2015. The adopted Agenda has 17 Goals, 169 targets and 232 indicators. For effective implementation and monitoring, the government of Zimbabwe resolved to emphasise 10 focus goals at the country level, on the logic that due to interlinkage of SDGs, it is anticipated that the remaining 7 SDGs will be achieved in the process of implementing the 10 focus goals. These 10 are SDGs number 8, 7, 2, 9, 6, 17, 3, 4, 13 and 5.
To strengthen Parliament’s capacity to execute its mandate, the multi-donor rolling “Parliament Support Programme” (PSP) 2019-2022 funded by the EU and UNDP, has the ultimate goal to innovatively support the Parliament of Zimbabwe mainly in undertaking its legislative, oversight and representational roles. The project seeks to ensure that constitutional provisions are operationalized with emphasis on protecting human rights and promoting transparency, accountability and democratic governance. Currently, the PSP is in the 4th cycle and it is being implemented drawing lessons from the previous Parliamentary Support Programmes.
The Parliament of Zimbabwe coordinates and operationalises constitutional mandates via established portfolios and Thematic Committees that are aimed at attaining SDGs. To strengthen the capacity of these Committees as a sustainability strategy, Parliament is in the process of establishing a Parliament Training Academy (PTA) and intends to have five (5) additional SDG-based training modules to be developed under the support of (the PSP) project. To effectively execute this task Parliament seek the services of a suitably qualified consultant firm that has the capacity to develop 5 modules that cover capacitation on the implementation of all 17 SDGs. Four (4) of these modules are to be in clusters of 4 SDGs per module and the fifth module will be for SGD number 17 (partnerships for the goals).
- OBJECTIVES
The Parliament of Zimbabwe seeks to hire services of a consultancy firm to develop curriculum content and training modules in the areas of 17 Sustainable Development Goals (SDGs), and capacitate master trainers who will continuously run the training program using the course modules developed by the consultancy.
2.1 Specific Objectives
- To develop five (5) Parliamentary training modules content and training materials which will fill in the key knowledge and technical gaps and need of Parliamentary Committees and Officers.
- To strengthen and build capacity of Parliament officer/staff who will support and run the course modules for Parliamentary Committees and MPs on the 17 SDGs.
- SCOPE OF WORK.
The consultant(s) is therefore required to:
- Prepare an inception report outlining the consultants’ understanding of the task and the proposed methodology to undertake the consultancy.
- Develop a training program/curriculum for the proposed training modules and key training material (Training manual for facilitators and lesson plans).
- Facilitate a training of trainers’ workshop of the selected master trainers in Parliament for the effective use of the training modules.
- Coach the master trainers in training courses and give feedback to them so that they can conduct training workshops afterwards.

RESPONSIBILITIES OF PARLIAMENT
- Provide all required background materials including reports, the reporting guideline, the constitution and relevant Acts of Parliament to the consultant in a timely manner.
- Oversee the service provider by managing the consultancy contract;
- Monitor adherence to specified deadlines;
- Facilitate access by the consultant to required information;
- Provide guidance throughout and facilitating access to any documentation or any person deemed relevant to the process;
- Organise the training workshop where training of the selected master trainers will take place;
- Perform quality control, as required of all deliverables.
EXPECTED DELIVERABLES
- Detailed Inception report which shall serve as a record for agreed deliverables. It is expected to highlight the study design, data collection and methods of analysis (maximum 10 pages without annexes).
- 5 Drafts of the Training Modules.
- Training facilitation – the consultant is expected to facilitate a training workshop for Training of Trainers.
- Training Workshop report using the reporting template to be provided with an Agreed Action Plan by the workshop participants.
- Final five (5)Training Modules that are ready for design layout and printing
QUALIFICATIONS
The assignment requires a consultancy firm with prior experience in developing training modules and facilitating trainings, and has demonstrated ability in dealing with SDGs. The firm must have a good understanding of governance issues in Zimbabwe and be able to make relevant recommendations for appropriate action.
The Team Leader’s Qualifications:
- At least a Master’s Degree in Economics/Development Studies/Public Administration or any other relevant qualification. A higher post graduate qualification will be an added advantage.
- Minimum of 10 years’ experience of general professional experience relevant to the assignment.
- Proven and extensive experience in the development of training curricula and materials;
- Publication record;
- Knowledge of operations of Parliament, an advantage;
- Excellent planning and organizational skills;
- Demonstrated analytical, research, writing and communication skills;
- Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) are strongly preferred;
- Excellent presentation skills (Proven experience as trainer and facilitator of the trainings)
There should be a specific team member specialist for each module as follows:
Expert 1 – Module 1 (Planet): Task Leader’s Qualifications
- A minimum of a Master’s degree in Climate Changeand Sustainable Development/Climate and Climate Change/Climate Change, Development and Policy/Environmental and Climate Change Economics or any other related.
- A minimum of 8 years’ experience in capacity development, organizational development, training and other relevant fields.
- Proven and extensive experience in the development of training curricula and materials;
- Publication record;
- Knowledge of operations of Parliament, an advantage;
- Excellent planning and organizational skills;
- Demonstrated analytical, research, writing and communication skills;
- Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) are strongly preferred;
- Excellent presentation skills (Proven experience as trainer and facilitator of the trainings)
- Fluency in written and spoken English.
Expert 2 – MODULE 2 (People): Task Leader’s Qualifications
- A minimum of a Master’s degree in Water and Sanitation/ Water, Sanitation and Health Engineering/Water and Sustainable Development/ Health and Wellbeing or any other relevant University degree.
- Professional experience in Water, Sanitation and Hygiene (WASH) is an added advantage.
- A minimum of 8 years’ experience in capacity development, organizational development, training and other relevant fields.
- Proven and extensive experience in the development of training curricula and materials;
- Publication record;
- Knowledge of operations of Parliament, an advantage;
- Excellent planning and organizational skills;
- Demonstrated analytical, research, writing and communication skills;
- Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) are strongly preferred;
- Excellent presentation skills (Proven experience as trainer and facilitator of the trainings)
- Fluency in written and spoken English.
Expert 3 – MODULE 3 (Prosperity): Task Leader’s Qualifications
- A minimum of a Master’s degree in International Development/ Development Economics/ Development Studies/Economics/Governance or any other relevant University degree.
- A minimum of 8 years’ experience in capacity development, organizational development, training and other relevant fields.
- Proven and extensive experience in the development of training curricula and materials;
- Publication record;
- Knowledge of operations of Parliament, an advantage;
- Excellent planning and organizational skills;
- Demonstrated analytical, research, writing and communication skills;
- Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) are strongly preferred;
- Excellent presentation skills (Proven experience as trainer and facilitator of the trainings)
- Fluency in written and spoken English.
Expert 4 – MODULE 4 (Peace and Justice): Task Leader’s Qualifications
- A minimum of a Master’s degree in Gender and Policy Studies/Gender Studies/Gender and Sexuality Studies/International Development/ Development Economics/ Economics/ Law or any other relevant University degree.
- A minimum of 8 years’ experience in capacity development, organizational development, training and other relevant fields.
- Proven and extensive experience in the development of training curricula and materials;
- Publication record;
- Knowledge of operations of Parliament, an advantage;
- Excellent planning and organizational skills;
- Demonstrated analytical, research, writing and communication skills;
- Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) are strongly preferred;
- Excellent presentation skills (Proven experience as trainer and facilitator of the trainings)

Expert 5 – MODULE 5 (Partnership): Task Leader’s Qualifications
- A minimum of a Master’s degree in International Development/ Development Economics/ Economics/ International Relations/ Governance/ Law or any other relevant University degree.
- A minimum of 8 years’ experience in capacity development, organizational development, training and other relevant fields.
- Proven and extensive experience in the development of training curricula and materials;
- Publication record;
- Knowledge of operations of Parliament, an advantage;
- Excellent planning and organizational skills;
- Demonstrated analytical, research, writing and communication skills;
- Advanced skills with MS Word, Excel, PowerPoint, and Access (or similar tools) are strongly preferred;
- Excellent presentation skills (Proven experience as trainer and facilitator of the trainings)
- Fluency in written and spoken English

The key person(s) to whom the consultant will report to and who will provide the necessary support in the implementation of the activity will be specified in the contract. The consultant shall have reporting obligations to the person(s) on all work carried out as part of the Terms of Reference.
