M OTION

DISTRIBUTION OF AGRICULTURAL INPUTS

First Order read: Adjourned debate on motion on the distribution of agricultural inputs.

Question again proposed.

MR GONESE: I move for the adoption of the amendment but in moving for the adoption of the amendment, I would like to thank the mover and the seconder of this motion. It is not about ZANU PF or MDC in the plural sense nor is it about ZANUDC or MDCPF as some people would like to call the inclusive government. This motion is about the people of Zimbabwe.

Mr Speaker Sir, we will not have a meaningful turn around of the economy without the boost of agricultural production. I think it is important for all members of this august House to support this motion. Generally speaking, all members of this House who spoke on this motion were in support of it though there were a few reservations which have been taken care of in the amendment.

Mr Speaker, when I moved the amendment, I explained that this was in concurrence with both the mover of the motion and the ZANU PF Chief Whip. I therefore propose that this House adopts the amendment and thereafter the mover of the motion can wind up. With these words, I move for the adoption of the amendment.

MR. MWONZORA: Mr Speaker Sir, I would like to thank all hon. members who contributed to this important motion. In particular, I would like to commend the very mature manner and none partisan manner in which the Members of Parliament contributed to this motion.

It is important Mr Speaker Sir, that in all the affairs of our country we should make planning play a central role. I have agreed to the amendment proposed by Hon. Gonese but this does not take away the duty of the MPs and Councillors as elected officials to make sure that they oversee the administration of a transparent input distribution system.

Agriculture is the backbone of our country and we must preserve and promote it. In future, I urge all hon members to show the maturity and impartiality that they displayed when debating this motion .

We will be undertaking an important task in this country of making sure that Zimbabwe comes up with a people driven democratic Constitution. It is important that when we undertake that task, we must be as impartial as possible and we must be as non partisan as possible in the discharge of our duties. With those words Mr Speaker, I move for the adoption of this motion. I thank you.

MOTION

PRESIDENTAIL SPEECH: DEBATE ON ADDRESS

Second Order read: Adjourned debate on motion in reply to the Presidential Speech.

MR MARE : Mr Speaker Sir, in my maiden speech, allow me to congratulate you and your Deputy, the Prime Minister and Deputy Prime Ministers on their appointment to these positions. I also want to thank the people of Chiredzi West for electing me to be their representative in this august House. I promise to work with them towards the development of their constituency and live up to their expectations. It is my sincere hope that this House and the inclusive government will come up with concrete and practical policies which will address the socio-economic challenges that have continued to bedevil our nation and in particular, my constituency, Chiredzi West.

I stand in front of you in this august House representing and carrying the hopes of the people of Chiredzi West who yearn for a better life in a free Zimbabwe. Chiredzi is in the south eastern lowveld region of Masvingo with a maximum of 80 000 people. The majority of our people are commercial sugar cane producers. It will be my duty in this constituency in the inclusive government and I hope that all of you will work with me in a non partisan way to advance and bring to reality the dreams of the people of Chiredzi.

Through this government of national unity and this august House, among other arms of government, we must bring to an end the politics of impunity and patronage and once again restore the people's confidence in governance and respect of human rights. The fall in the production of sugar was due to poor management of resources. The new settler farmers lacked knowledge`about the effective producti࡯n of sugar and were inaࡤeqѵetely equipped. ၔhere is an 聵rgent need for an evaluation of that exeၲcise so that the able will remain.

Farmers need coюtinuous refresher programmes so as to equip them with the fundameîtal knowledge. The decline in the production is caUsed by some traãts of land, wherecy plantations are lying derelict. An example is Farm 21 in Hip䁠o Valley Åstates. The ma䁮agement of 聴hťsѥဠthree farmers who now occuѠy Chhwarၥ farɭ is poor anɤ are inca0able of working together. At one time they argued over the water pump as the earth water reservoir has remained dry. Some of the farmers who had sourced loans from banks did not invest in the land. As you all know, many took to second wives and bought luxurious goods. The low to poor production by the new farmers has had a terrible negative situation in the output of sugar.

The situation in both Triangle and Hippo Valley Estates is going back to the early 1960s and now needs urgent attention. The effects of the poor production of sugar has adversely affected the dormitory town of Chiredzi which relies on Hippo Valley Estates and Triangle.

The commercial centre in Chiredzi is slowly turning into another ghost town. Some shops and businesses have folded up and left as they relied on Hippo Valley. The main shopping centre avenue leading to TM Supermarket is now a dust road. Nearly all roads that used to be tarmac are now dust roads. The town council is broke, it failed to utilise the available funds to improve infrastructures. Roads are not only a hazard to motorists but to people as well, especially west road, north road and Magwaza road in Tshovani township. They really need urgent attention. We need revitalisation of every sector, every ministry in Chiredzi if funds are availed. We deserve to renew all roads, sewer systems, telecommunications, agriculture, tourism so that when all those start working, it can attract back our children who went to different countries to look for employment, for example in South Africa.

Mr Speaker Sir, our major hospital which is Chiredzi Hospital sometimes opens and sometimes closes. Everyone in Chiredzi is worried about this poor health delivery development. HIV and AIDS, Cholera, malaria have become matters of serious concern - they are counter productive to socio economic growth prospects. Chiredzi has the highest HIV prevalence rate in Zimbabwe, malaria because of mosquitoes which have not been controlled in the past is heavily threatening a lot of people's lives. We plan to create measures aimed at dealing with reducing cholera, malaria and HIV and AIDS. May God bless you. I thank.

MR MUNJEYI : Mr Speaker Sir, thank you for affording me the opportunity to stand before this august House to present my maiden speech. Firstly, I would like to congratulate you Mr Speaker Sir, on being bestowed the honour to lead this august House. Congratulations also to the Deputy Speaker. I also congratulate the Senate President Madam Edna Madzongwe and her deputy. Mr Speaker Sir, I congratulate the State President Cde R. G. Mugabe and the Vice Presidents for agreeing to form the inclusive government. I also want to congratulate the Hon. Prime Minister Mr Morgan Tsvangirai and the two Deputy Prime Ministers for agreeing to form the inclusive government. I also congratulate, Mr Speaker Sir, Hon. Prime Minister, Mr Morgan Tsvangirai and his party, Deputy Prime Minister Mutambara and his party for agre

eing to form the inclusive government and for their subsequent appointments to ministerial positions.

Mr Speaker Sir, I thank the electorate in my Constituency Hwedza North for having faith in me by electing me as their Member of Parliament.

Lastly, but by no means least, Mr Speaker Sir, I sincerely congratulate all fellow Members of Parliament for being elected into this House.

Mr Speaker Sir, my vision of a House of Assembly, truly representative of the people of Zimbabwe, is one which works in unison, regardless of political affiliation, colour or creed. I strongly want to sound audibly enough the message of collegiality amongst Members of Parliament, for this House is the corner stone of any progressive debate that promotes nation building.

Mr Speaker Sir, I accept the fact that there may be differences of opinion along the way as we debate on various issues, but 'HATE' speech must never be tolerated. I therefore plead with all members of Parliament to view all opinions positively as the function of the inclusive government rests greatly on how we relate to each other as Zimbabweans and members of this House. At the end of the day, the spirit of brotherhood must prevail.

Allow me Mr Speaker to get into the detail of my maiden speech. My constituency continues to experience shortages of fuel, seed, fertilizer and other agricultural inputs. Consequently, despite the good rains this year, crop production will be negatively affected as the majority of farmers did not fully utilise their land; civil service is dysfunctional and general transportation has been adversely affected due to severe spares and fuel shortages. I propose that we quickly revive the input supply side of agriculture, if we are to see an improvement in the economy, not only in my constituency, but the country as a whole.

I propose timeous implementation of policies aligned to agriculture to promote the smooth progression of intended programmes and or projects; in particular the distribution of seed, fertilizer, chemicals, provision of tillage, etc. Resources have to be expeditiously availed in order to avert the recurrence of food shortages the next cropping season. The above mentioned situation has been exacerbated by the shortage of electricity, especially during the time when irrigation is required. I propose that serious consideration be given to the resuscitation or implementation of all power generation projects that are in our archives to enable the country to be self sufficient in electricity. ZESA is now defunct, as it has no vehicles to attend to faults timeously. If at some point there is a vehicle available, there will be no fuel. Farmers and companies are now responsible for driving ZESA personnel to attend to faults and this Mr Speaker Sir, is not acceptable.

Hwedza North Constituency has a handful and perhaps the least number of A2 beneficiaries of all the agricultural mechanisation programmes since its inception. I propose that the mechanisation programme be handled in a fair manner to avoid a situation where, for example, one farmer who is not producing anything has five brand new tractors when another farmer who is producing has none at all. However, A1 farmers have reasonably benefited although a lot still needs to be done. Distribution and collection points for crops grown by farmers in my constituency should be increased to allow easy accessibility.

My Constituency Hwedza North does not have adequate health centres, particularly to cater for the newly resettled farmers. Most of them walk an average of 30km to get to the nearest health centre or clinic. I propose that some of the existing farm houses be converted to clinics in an effort to solve the problem of travel. Examples of existing farm houses are at Chard farm, Muponda, Hull and Bita farm. We will then only have to worry about the provision of human resources and drugs. It is my hope that the Minister of Health, the Hon. Mr Madzore would favourably address this matter urgently. Mr Speaker Sir, a lot of work needs to be done in order to supply water in schools and villages in my constituency. The provision of sanitary facilities, especially blair toilets is lagging behind. This problem needs to bå addressed to avert the continued spread of diseases suchࠠas cholera and dysentery.

Immunisation programmes in my constituency have beef going well. However, some people still view it with a negative eqe. I am working withࠠôhe local låadership to 聥ncourage those who have not respgnded positively to dï so.

There has䀠beef0a serious brain Ťrain ofskilled manpower in 聴he health sector ks well as thɥ råst ob the civil serviѣe in my constituency. For example, the teaching profession has been adversely affected due to lack of incentives. Most teachers have moved to neighbouring countries and overseas seeking for greener pastures. I propose that certain incentives be put in place to reduce or even stop the brain drain. This could be achieved by government funding income generation projects, for instance, poultry projects in schools, gardening and horticulture to benefit both the school and the teachers. For example, in Ward 8 (Marondera Rural) of my constituency, teachers and the local leadership have schemed a master plan of projects, which I will assist in their implementation. One of the projects, is a poultry project; which when fully operational will benefit the local schools, teachers and the local community.

Mr Speaker Sir, non-payment of school fees due to economic hardships is compromising standards in 90% of schools in my constituency. Pupil/student attendance in schools is poor because of food shortages. Communal and resettled farmers are also experiencing food shortages. I urge the responsible authorities, the Ministry of Health and Child Welfare and Ministry of Labour and Social Welfare to address this matter urgently by allowing food aid organisations to move into and operate in my constituency without hindrance. Organisations affilliated to the United Nations such as FAO, UNICEF and the Red Cross must be given unlimited access to people forthwith as such organisations were supposed to have been allowed in as early as August 2008. Mr Speaker, if the government wants to get involved in providing food to the people, I propose that it first sets up an independent food distribution committee, representative of all parties and let that committee work without political interference. I say so because we have experienced a lot of delays in maize deliveries from government sources,and in most cases the maize will arrive in small quantities after having been corruptly stolen along the way. I also congratulate, Mr Speaker Sir, Hon. Prime Minister, Mr Morgan Tsvangirai and his party, Deputy Prime Minister Mutambara and his party for agreeing to form the inclusive government and for their subsequent appointments to ministerial positions.

Mr. Speaker Sir, I propose a common policy on the pegging of school fees. Discrepancies in this area have contributed to the lack of development in most schools. May the Ministry of Education waiver registration procedures of schools, in particular satellite schools to enable them to operate much more independently and to be considered as first class beneficiaries of ministerial grants: and even the Presidential school computerization programme - for these are the schools that are genuinely disadvantaged as regards to resources and facilities.

Mr. Speaker Sir, I urge the responsible ministerial authorities to put maximum effort to make sure that the operations of Vocational and Technical education centres are put into full functionality as urgently as possible. I also propose that when these institutions are recruiting, priority be given to students from rural settings who continue to be marginalized. Effort must be made to make sure rural constituencies such as mine get more vocational and technical colleges. Graduates from such institutions will then create their own employment which will lessen poverty by creating wealth in the constituency.

Mr. Speaker Sir, I request provision of public transport in my constituency and in this case I am referring to ZUPCO buses. My people seem to be living the life of walkers, walking unimaginable distances to get transport. ZUPCO needs to be revived as it has always provided affordable transport for rural people, so is the National Railways.

Mr. Speaker Sir, I also request for the speedy resuscitation of vandalised telephone cables as landlines are more reliable in rural areas compared to cellphones which require continuous availability of electricity for the boosters to work. However, having said that, the provision of reliable cellular communication by Netone, Econet and Telecel is just as important. All the above means of communication are critical in as far as they cater for schools, clinics, Agritex and other government departments, notwithstanding communication between farmers and private businesses.

Mr. Speaker Sir, radio and television reception is bad in most areas of my constituency. For years we have been told that satellite transmission will be introduced in Zimbabwe. I wonder why this has not happened up to today. I propose that the issue of satellite use in transmitting radio and television be speeded up to provide good and quality coverage to our people.

Mr. Speaker Sir. In concluding my maiden speech, my constituency and myself would like to convey my deepest condolence to the Prime Minister on the loss of his beloved wife, mama Susan Nyaradzo Tsvangirai. May her soul rest in peace. Let this sad development be a source of strength to all our leaders in the inclusive government. My condolences also go to the Zvinavashe family on the loss of the former General, our gallant fighter Vitalis Fox Zvinavashe. May his soul rest in peace.

Mr. Speaker Sir, I ask and plead with my fellow legislators to work together for the good of the people that we represent and our country. ZANU PF, MDC T., MDC M and the Independent are all Zimbabweans, so let us all say Pamberi ne Zimbabwe. In respect of the Global Political Agreement signed by our President, Prime Minister and Deputy Prime Minister, I propose that you allow me to shake hands with you Mr Speaker Sir. I also ask you to allow all the Members of Parliament from the different political divide to shake hands in a show of oneness and solidarity. - (laughter)-

MOTION

CRAFTING POLICIES TO ADDRESS ZIMBABWE'S CHALLENGES

Fourth Order read: Adjourned debate on motion on the structural dislocation of Zimbabwe's economy.

Question again proposed.

MR. BHASIKITI: Thank you Mr. Speaker Sir, this motion by Hon Biti seeks the House to:-

1. express its strong concern to the responsible authorities and urge all concerned to direct their energies towards the rebuilding of Zimbabwe;

2. To call for the crafting of policies to address these challenges being faced by Zimbabweans.

In this motion Hon. Biti notes the high level of poverty and suffering of the people of Zimbabwe. I would want to lend my unequivocal support to this motion. Firstly, to address the high poverty level which is also evidenced by even seeing hon. members in public transport coming to Parliament. This brought a lot anxiety to our people especially after the launch of the Inclusive Government and consequently the launch of STERP and hon. members could not be seen in their constituencies for the simple reason that they could not walk to the different places to address the people and educate them about the new dispensation.

However, it is interesting to note that when a request was put before the Reserve Bank Governor to alleviate this problem, the same mover of this wonderful motion had a different opinion. Those who are clear of the fact will realise that members who were assisted in this problem did not even surrender back the cars even after insistence from their superiors. Mr. Speaker Sir, it made it pertinent to note that the same hon. member who was elected in the same process as hon. members cited here who are commuting in public transport, when they were fortunate to be appointed for cabinet posts, before they started discharging their duties, were given three cars by the same Governor, the Mercedes Benz, the Prados and 4 x 4 Isuzu to discharge their duties. Everyone is baffled why members will be victimised for picking a second hand car which has a mileage ranging from 140 000 to 180 000. I deliberately picked this example because it concerns members of this House here present. But the same poverty highlighted is prevalent in the communities and were mitigated in some way. The same office - the RBZ and government, when they designed to mitigate the effect of sanctions through mechanisation - the mechanisation sought to empower people to be able to work in their fields by giving them farm equipments like ploughs, tractors, sprays to use in a cotton fields and many other places.

I am just giving examples raised by the mover of this motion to explain the poverty levels. Mr. Speaker, Sir if I look at the unwarranted call, for Gideon Gono to go, and victimising an individual over something which was done by government. Mr Gono was a mere instrument for discharge of duty by the existing government. You can not attack Gono without attacking the government of the day. I am happy that the mover of this motion was unaware that he will occupy the same position - it is now his mandate, by the same motion he has moved, to now craft policies to address these challenges being faced by Zimbabweans. Addressing the challenges, if there is need for policy changes to streamline and make the RBZ effective he should just put them in place and not seek to remove one individual. It is not a question of an individual but you can look at the paradox. Gono is a banker and an economist. His ouster is a lawyer and a total alien to the field. One wonders who has to quit which post.

MR SPEAKER: Order, hon member, address yourself to the motion. Avoid personalizing the motion and deal with the content of the motion.

MR BHASIKITI: The Global Political Agreement ushers in a new dispensation. It is a totally new dimension which should see us spend more time and energy crafting those good policies which should take our nation out of high poverty levels.

Our enemies of yesterday should be our number one friends today. I am happy we were able to shake hands today. - MDC and ZANU PF. It is common knowledge and believe that even the critics make mistakes in their criticking and worse, those who will be doing something for the nation, they make mistakes but you would judge a person better who makes the best mistakes - both the one carrying out services and the one who criticise...

MR BHASIKITI: It is noted in this motion that the high levels of crime, asset stripping and all this, you will find most of these crimes are committed by us the people. If we stop abusing our children then Tomana would be no enemy to us but some people do not see their problem. It is unfortunate and surprising.

It is clear from the motion that we need to craft a solution for our nation. We need to work hard as Zimbabweans to get our nation out of poverty and we do not need to over emphasize and over-beg from other countries even from the Western countries or SADC itself to come to save us because we have the same brains and resources to turn around our nation.

I think we should put our heads together and refrain from focusing from the West where we see no help coming.

I want to end by urging the mover of this motion to live his word and not to pay lip service to it. We should do both, the critics and doing of the work. Let us not be asking too much from outsiders to salvage us from the problems but we should be the masters of our own destiny and craft better policies to help our nation as he said.

MR. MATUTU : I am actually compelled to stand up and debate this motion with the view that at least the distortion that the former speaker has tried to impose on this House be drained to the sewages as quickly as possible from our minds. I am surprised and disturbed by the fact that the hon. member who happens to be the member of Parliament for Mwenezi East where I come from particularly Ward 2 has decided to divert from the motion which should have helped him to highlight the level of poverty in his constituency. He is actually diverting to matters that have since been referred to political principals to deal with in the first place, for example he made reference to the issue of the Reserve Bank Governor when he is supposed to tell us in his constituency, what extent poverty has destroyed the fabric of the social life of his people in Mwenezi.

The hon. member should have taken advantage by telling us that in Mwenezi there are no road networks, the hospitals that are there are almost closed and only mortuaries are open. He should be able to tell us the distances that children travel to attend primary school especially in particular Wards 11 and 13 of his constituency which are resettlement areas where poverty has exhibited itself in very high level to the extent that the hon. member should have highlighted.

I would want to place it on record that the causes for the demise that we are in economically can be traced to the Reserve Bank Governor. He has no reason to justify being in office even for a day later. In actual fact, he was illegally appointed. The Reserve Bank Act is very clear, it says his appointment should have been done in consultation with the Minister of Finance. I would want to tell you that there was no Minister of Finance at the point of his appointment. You are defending a person who is supposed to be in the cemetery in terms of the financial -(laughter)-

You cannot even rubbish the effort of this in our trying to make provisions to sustain this economy. There is no production in our industry which has driven us to the levels where there is no capacity in industries. He has driven us to a situation where children are not going to school. You have been buying scotch - carts when we have no money. If any person would want to say we are in the state that we are in because of sanctions, that person deserves to be in a mental institution because it is common cause that we are in this situation because of corruption where most of you have looted all parastatals. You have been looting at the GMB and at DDF you have looted everything. You have even invaded the Lowveldt. The same people have even invaded the Lowveld and you are not even producing sugar.

We used to produce much in terms of tobacco but these tobacco bans have been turned into night clubs. They are selling scuds where we are supposed to keep tobacco. It is common knowledge that when our brothers used to do it on their own they were selling the fuel and farming inputs on the black market to earn a living instead of farming, like Makhosini there. What we are saying is let by gones be by gones.

Hon. members you cannot blame a man who has brought salvation to this country the Prime Minister Mr Morgan Tsvangirai. You can not blame the Moses who has taken you from Egypt to Canaan. You cannot even insult the Christ who saved you from drinking sewer water . You were dying from cholera and now Bhasikiti you are insulting Tsvangirai. That is why it is said munhu haana chakanaka.
