*1.       HON SIBANDA F.M.: To ask the Minister of Finance to inform the House:

  1. the Ministry's policy as regards the allegedly soiled USD notes that                       some shops, particularly O.K. Zimbabwe in Bindura, have not                     accepted as a result of the Bindura Standard Bank's refusal to bank                           these notes,
  2. how the community should react to this unwarranted behaviour by                        such banks and stores.
  • whether the nation should suffer at their hands simply because      Zimbabwe does not print the currency.
  1. how the Ministry in particular and government in general are        protecting the suffering masses in this regard.
  2. how far this anomaly has spread in Zimbabwe.

We, the Members of Parliament of Zimbabwe, desire to express our loyalty to Zimbabwe and beg leave to offer our respectful thanks for the speech, which you have been pleased to address to Parliament – Hon Zhuwao

 

2.         HON. BHASIKITI          HON CHIKAVA

 

 

That this House expresses its profound sorrow on the sudden,  untimely and          tragic death on Tuesday, 16 August, 2011 of  Retired General Tapfumaneyi          Ruzambo Solomon Mutusva Mujuru Commander of the Zimbabwe National

Army and former Hon Member of Parliament;

 

PLACES on record its deepest, proud and sincere appreciation of the grand,          sterling and services par excellence the late Retired General and former

Member of Parliament rendered to the Nation;

 

JOINS the rest of the country in mourning and consoling the Hon Vice

President Amai Mujuru the widow of our hero; and

 

RESOLVES THAT its deepest and heartfelt sympathies be conveyed to the           entire Mujuru family.

 

3.         HON. MADZIMURE      HON  CHITANDO

 

WHEREAS sport unifies the people for the world and Zimbabweans in particular, sport plays an integral role in building a fit body that forms a bases for a strong mind.

AND WHEREAS sport has become a big business and therefore needs proper attention like any economic sector in the country and has to be developed and run professionally and ethically.

CONCERNED by the manner in which government through the Ministry of          Education, Sports and Culture has failed to come up with a comprehensive

sports  policy that  creates the conducive environment for sports development  and  advancement.

 

AWARE of the FIFA statutes that guarantees the independence of the soccer         bodies affiliated to it as far as interference is concerned.

 

SHOCKED by the negative responses of the Sports and Recreation            Commission,  Zimbabwe Football Association and the police towards the      reports             of rife  corruption involving the national soccer team.

 

NOW THEREFORE this House resolves,

 

  1. That a Committee of this House be established to investigates and make          recommendations on the role of the Ministry of Education Sport, Arts  and

Culture            in sport and make recommendations on the following;

 

  1. Determine the role played by the Sports and Recreation Commission and        ZIFA in the commission of the Asiagate scandal.

 

  1. All administrators implicated in the commission of corruption in soccer be referred to the police and the Anti-Corruption Commission.

4.         HON CHIKWINYA         HON GONESE

 

That the motion on the unconstitutional statements made by some Service

Chiefs  which was  superseded by prorogation of the 3rd session of  the 7th              Parliament be  restored on the Order Paper in terms of Standing Order No. 43.

 

 

5.         HON. F. DUMBU           HON. M. MATIENGA

 

That this House

 

SADDENED by the tragic and untimely death of the Honourable Minister of

Public Service and member of Parliament for Gutu South, Professor Elphas

Mukonoweshuro on the 5th of August 2011;

 

 

NOTING that  the loss  was felt by the whole nation, which mourned a committed and dedicated luminary of our struggle for independence, democracy, freedom and justice;

NOW THEREFORE, THIS HOUSE  Conveys its, profound condolences to the widow of our departed leader;

 

Expresses its deep sorrow and sadness at the tragic and unexpected loss of life;

 

 

Takes this opportunity to celebrate the life of a man who rendered sterling             services to the nation both before and after independence.

 

6.         THE MINISTER OF INDUSTRY AND COMMERCE

 

That  the National Incomes and Pricing Commission Bill (H.B. 10, 2010) which was superseded by the prorogation of the Third  Session of the Seventh Parliament be restored on the Order Paper at the stage at which the Bill had reached in terms of Standing Order No. 131 (1).

 

7.         THE MINISTER OF INDUSTRY AND COMMERCE

 

That this House

 

THAT WHEREAS, subsection 111/B of the Constitutions of Zimbabwe

provides that any convention, treaty or agreement acceded to, concluded or executed by or under the authority of the President with one or more foreign States or governments or international organisations shall be subject to approval by Parliament.

 

WHEREAS the Interim Economic Partnership Agreement was signed in Mauritius on 29th August 2009 at a signing ceremony between the Eastern and Southern Africa (ESA) and the European Union (EU);

 

AND WHEREAS the government of Zimbabwe is a signatory to the interim Economic Partnership Agreement, and is desirous of becoming party to the interim Economic partnership Agreement;

 

AND WHEREAS the entry into force of the said Agreement is conditional upon its acceptance by the parties in accordance with their respective constitutional procedures;

 

NOW THEREFORE, in terms of subsection  (1) of section 111B of the Constitution, this House resolves that the aforesaid Agreement be and is hereby approved for ratification.

 

 

8.         THE MINISTER OF INDUSTRY AND COMMERCE

 

That this House

 

THAT WHEREAS subsection (1)  o section 111B of the constitution of Zimbabwe provides that any convention, Treaty or Agreements acceded to, concluded or executed by or under the authority to the President with one or more Foreign States or Governments or International Organisations shall be subject to approval by Parliament;

WHEREAS the International Coffee Agreement was concluded in London,

United Kingdom on 28th September 2007 at the Conference convened by the International Coffee Organisation (ICO);

 

AND WHEREAS the government of Zimbabwe is Signatory to the

International Coffee Organisation, and is desirous of becoming party to the International Coffee Agreement 2007;

 

AND WHEREAS the entry into force of the said Agreement is conditional upon its acceptance by the parties in accordance with their respective Constitutional procedures;

 

NOW THEREFORE, in terms of sub-section (1) of the section 111B of the Constitution, this House resolves that the aforesaid Agreement be and is hereby approved for ratification.

 

9.         THE MINISTER OF INDUSTRY AND COMMERCE

 

That this House

 

THAT WHEREAS, subsection (1) of section 111B of the constitution of Zimbabwe provides that any  convention, Treaty or Agreement acceded to, concluded or executed by or under the authority of the President with one or more Foreign States or governments  or international Organisations shall be subject to approval by Parliament;

 

WHEREAS the 2nd Revised Cotonou Agreement was concluded in Brussels, Belgium on 19th March 2010 at the Extraordinary Joint ACP – EU Ministerial Meeting and signed in Ouagadougou, Burkina Faso on 22nd June 2010 during the joint ACP – EU Council of Minister's;

 

AND WHEREAS the Government of Zimbabwe is Signatory to the Cotonou Agreement, and is desirous of becoming party of to the 2nd revised Cotonou ?Agreement;

 

AND WHEREAS the entry into force of the said Agreement is conditional procedures;

 

NOW THEREFORE,  in terms of subsection (1) of section 111B of the Constitution, this House resolves that the afore-said Agreement be and is hereby approved for ratification.
