1.         The President of the Senate: Section 140 (1) of the Constitution of          Zimbabwe states that:

 

                 “The President may at any time address either House     of Parliament or a      joint sitting of both Houses”

 

            and Section 140 (4)     also states that:

 

                  at least once a year the President must address a joint sitting of                            both houses of Parliament on the state of the nation, and the                                              Speaker and the President of the Senate must take the necessary                                  arrangements for the Parliament to receive such address”.

 

           Accordingly, his Excellency, the President of the Republic of Zimbabwe,

            Hon. E. D. Mnangagwa will today, at twelve o’clock noon addresses a joint

 sitting of the Senate and the National Assembly on the state of the nation

           and will proceed to set out the government’s legislative agenda.

           

2.         Business suspended at twenty five minutes to twelve o’clock noon.

                                   

3.         The Joint Sitting of the Senate and the National Assembly commenced at 1158      hours.

 

4.         The President of the Senate attended the Joint Sitting of the Senate and the           National Assembly.

 

Twelve o’clock noon.

 

5.         The President of Zimbabwe, being seated in the Chair, was pleased to address       the Joint Sitting of the Senate and the National Assembly as follows:

6.         The Joint Sitting of the Senate and the National Assembly ended at 12:34 pm.

 

                                                             Twenty-four minutes to one o’clock pm.

 

7.         The President of the Senate resumed the Chair and read the prayers.

 

8.         The President of the Senate laid upon the Table—

 

            A copy of the speech, which the President of Zimbabwe has been pleased to

            deliver to the Joint Sitting of the Senate and the National Assembly.

 

9.         The President of the Senate reminded Senators to declare their assets by 5th          October, 2018 in compliance with Section 198 of the Constitution and           Standing Order No. 48.

 

10.       The President of the Senate informed the Senate that there was an induction          workshop for Presiding Officers scheduled for 20th to 22nd September, 2018      at the Kadoma Hotel and Conference Centre and that the Leader of            Government Business, Leaders of the Opposition, Chief Whips and their             Deputies, the President and Deputy President of the National Council of    Chiefs were invited to attend.

 

11.       The President of the Senate also informed the Senate that there was an       induction workshop for all Members of Parliament to be held from 24th to         25th September, 2018 at Pandhari Lodge and that buses would leave     Parliament at 0730 hours.

 

12.       The President of the Senate adjourned the Senate without putting any question      at seventeen minutes to one o`clock pm until Tuesday, 25th           September, 2018        at half past two o’clock noon.

            We, the Members of Parliament of Zimbabwe, desire to express our loyalty to Zimbabwe and beg leave to offer our respectful thanks for the speech, which you have been pleased to address to Parliament.
