SWEARING IN OF MEMBERS AND ELECTION OF PRESIDENT AND DEPUTY PRESIDENT OF THE SENATE

Half-past two o'clock p.m.

1. The Senate met, pursuant to Proclamation, in the Chamber, Parliament of Zimbabwe; Austin Muranganwa Zvoma, Esquire, Clerk of Parliament, Ms Helen Bawangwe Dingani, Deputy Clerk of Parliament, Kennedy Mugove Chokuda, Esquire, Deputy Clerk of Parliament, Mrs. Nomasonto Audrey Sunga, Assistant Clerk and Sheuneni Kurasha, Esquire, Assistant Clerk, attending the Senate.

2. The Clerk of Parliament read the notification of election of Members in terms of section 67 (3) of the Electoral Act [Chapter 2:13] and called upon Members to make and subscribe to the oath of loyalty or the affirmation of loyalty in terms of Section 44 of the Constitution.

3. The following thereupon made and subscribed the oath of loyalty or made and subscribed the affirmation of loyalty: Hon. Senator Bidi Chief Joseph Ndiweni, Hon. Senator Chando Misheck, Hon. 4. The Senate proceeded to the election of President of the Senate and Deputy President of the Senate as directed by section 35 of the Constitution of Zimbabwe.

Whereupon Hon. Senator Chinamasa addressing himself to the Clerk of Parliament proposed to the House for the President of the Senate Hon. Senator Edna Madzongwe and moved, seconded by Hon. Senator Gava: That Hon. Edna Madxzongwe do take the Chair of the Senate as President.

Whereupon Hon. Senator Sekai Holland addressing herself to the Clerk of Parliament proposed to the Senate for the President Hon. Senator Dalumuzi Khumalo and moved, seconded by Hon. Senator Marava: That Hon Senator Dalumuzi Khumalo do take the Chair of the Senate as President of the Senate.

The House proceeded to the election of President of the Senate by secret ballot.

Results of the count:

Members present in the Senate: - 86

Total votes cast - 86

Hon. Senator Edna Madzongwe - 58

Hon. Senator Dalumuzi Khumalo - 28

Spoilt papers - 0

The Clerk of Parliament declared Hon. Senator Edna Madzongwe duly elected President of the Senate.

 

Where upon Hon. Senator Chinamasa, Hon. Senator Holland and Hon Senator Chief Musarurwa congratulated the President of the Senate.

5. The Senate then proceeded to the election of Deputy President of the Senate and Chairperson of Committees.

Whereupon Hon. Senator Karimanzira addressing himself to the Clerk of Parliament, proposed to the Senate for Deputy President of the Senate and Chairperson of Committees Hon. Senator Naison Khutshwekhaya Ndlovu and moved, seconded by Hon. Senator Kabayanjiri: That Hon. Senator Naison Khutshwekhaya Ndlovu do take the Chair of the Senate as Deputy President and Chairperson of Committees of the Senate.

Whereupon Hon Senator Gutu addressing himself to the Clerk of Parliament, proposed to the Senate for the Deputy President of the Senate and Chairperson of Committees Hon. Senator Sekai Masikana Holland and moved, seconded by Hon. Senator Marava: That Hon. Senator Sekai Masikana Holland be elected to be Deputy President and Chairperson of Committees of the Senate.

The Senate proceeded to the election of Deputy President of the Senate and Chairperson of Committees by secret ballot.

Results of the count:

Members present in the Senate: - 86

Total votes cast - 86

Hon. Senator Naison Khutshwekhaya Ndlovu - 57 votes

Hon. Senator Sekai Masikana Holland - 29 votes

Spoilt paper - 0

The Clerk of Parliament declared Hon. Senator Naison Khutshwekhaya Ndlovu duly elected Deputy President of the Senate and Chairperson of Committees of the Senate.

6 The President of the Senate took the Chair.

7. The President of the Senate: I have to inform the House that in terms of Standing Order No. 11, I have to present myself and Hon. Senator Naison Khutshwekhaya Ndlovu to the Head of State and inform him that the choice of this House has fallen upon me to be your President of the Senate and upon Hon. Senator Naison Khutshwekhaya Ndlovu to be your Deputy President of the Senate and Chairperson of Committees. In presenting myself to the President I shall, in your name and on your behalf, lay claim to the undoubted rights and privileges of the Senate by law and custom established, heretofore enjoyed and exercised by the Senate. I invite my proposer and seconder and those of the Deputy President of the Senate to accompany us and also as many honourable Ministers and Senators as may desire to do so. The ceremony will take place at State House on a date to be announced later.

8. The President of the Senate adjourned the Senate without putting any question at five o'clock p.m.
