      The Minister of Finance and Economic Development

              People’s Own Servings Bank 2014 Annual Report [by Chapter 22:19].

  1. The Deputy President of the Senate informed the House that the Committee on Standing Rules and Orders met on Thursday, 24thSeptember, 2015 and appointed Committees for the Third Session. He indicated that the Committees had largely remained the same as constituted in the Second Session of the Eighth Parliament except for the following changes:

  1. Sen. Mavhunga had replaced Hon. Sen. Mathuthu on the Committee on Standing Rules and Orders;

  1. Sen. Chimhini had moved from the Thematic Committee on Human Rights to the Thematic Committee on Peace and Security;

  1. Sen. Juba had moved from the Thematic Committee on Indigenisation and Empowerment to the Thematic Committee on Millennium Development Goals;

  1. Sen. B. Sibanda had moved from the Thematic Committee on Millennium Development Goals to the Thematic Committee on Human Rights; and

  1. The Parliamentary Legal Committee had been constituted as follows:
    • F. Chasi;
    • I. Gonese;

(iii)Hon. J. Majome;

  • Z. Ziyambi; and
  • J.T Samukange as Chairperson.

  1. The Deputy President of the Senate also informed the Senate of changes to membership of various Statutory Parliamentary bodies as follows:

  1. A. Mnangagwa had replaced Hon. Dr. J. M. Gumbo and Hon. L. Ndoro had replaced Hon. Sen. Mathuthu as Members of the Pan-African Parliament;

  1. Dr. D. Shumba had replaced Hon. M. Hlongwane and Hon. I. Zindi had replaced Hon. N. Chikwinya as Members of the ACP-EU; and

  1. N. J. Mhlanga had replaced Hon. M. Chimene as a Member of the IPU.

  1. The Minister of Finance and Economic Development, with leave, moved: That the

Joint Ventures Bill, (H. B. 4A, 2015) which was transmitted from the National

Assembly and superceded by the end of the Second Session of the Eighth Parliament

be restored on the Order Paper at the Second Reading stage and be treated as Order of the Day No.1 for the Day.

            Motion put and agreed to.

  1. SECOND READING: Joint Ventures Bill, (H. B. 4A, 2014) – The Minister Finance and Economic Development

           

            Bill read a second time. Committee, with leave, forthwith

That  the Zimbabwe Gender Commission Bill (H.B. 8, 2014) which was superceded by the end of the Second Session of the Eighth Parliament be reinstated on the Order Paper at the stage which it had reached.

  1. SECOND READING: Finance (No.2) Bill, (H.B. 5, 2015) —The Minister of Finance and Economic Development.

  1. Adjourned debate on motion on the reply to the Presidential Speech (Adjourned 29th September, 2015-The Deputy Minister of Media, Information and Broadcasting 

           Services).

  1. HON. SEN. SIBANDA: To ask the Minister of Transport and Infrastructural Development the measures that the Ministry has put in place to rehabilitate the Gwanda – Maphisa road. explain

  1. HON. SEN. SIBANDA : To ask the Minister of Agriculture, Mechanisation and Irrigation Development whether stakeholder were consulted during when the “Block System” of land utilization was  at Makwe, Irrigation Scheme in Matebeleland South province.

  1. HON. SEN. SIBANDA : To ask the Minister of Agriculture, Mechanisation and Irrigation      Development to explain the position regarding the setting up of an irrigation scheme in       Gwanda and to state when the work on the Mtshazo Irrigation Scheme in Ward 6 would       commence.

  1. HON. SEN. SIBANDA: To ask the Minister of Agriculture, Mechanisation and Irrigation Development when the construction of the Lutshomo Dam in   Gwanda      would commence.
