Appropriation (Supplementary) (2006) (H.B. 10, 2006)……………3rd August 2006

  1. The President of the Senate informed the Senate that the two Bills received from the House of Assembly had been set down for second reading and this was reflected on the revised Order Paper which had been circulated to facilitate debate on the Bills.

  1. The President of the Senate also made an announcement that in order to facilitate the work of Parliament, Committee appointed in the First Session would be allowed to operate until such time that the Committees for the Second Session had been appointed by the Standing Rules and Orders Committee. Committees could thus start meeting with immediate effect.

  1. SECOND READING: Finance Bill (H.B. 11, 2006) – The Minister of Finance

 

             Bill read a second time.  Committee – Tomorrow.

May it please you, your Excellency the President we, the Members of Parliament of Zimbabwe desire to express our loyalty to Zimbabwe and beg leave to offer our respectful thanks for the speech which you have been pleased to address to Parliament.

On the motion of the Minister of Indigenisation and Empowerment: Debate adjourned until tomorrow.

NOTING that economic sanctions imposed on Zimbabwe by the European Union(EU), the United Kingdom (UK), and the United States of America (USA) are hurting the lives of ordinary Zimbabweans and driving many into poverty;

AWARE that the sanctions on Zimbabwe are punitive and generally political because of Zimbabwe’s Land Reform Programme;

NOW THEREFORE,

  1. a) Calls upon the EU, UK and USA to withdraw sanctions and end their hostile propaganda in favour of diplomatic solutions; and appeals to the international community to support the call for removal of the sanctions and the unlocking of bilateral aid and financial support as well as international goodwill.
