- The Minister of Industry and International Trade presented a Bill to provide for the establishment of a National Incomes and Pricing Commission and to confer powers and functions on such a Commission in relation to incomes and pricing issues; to regulate the implementation of policies related to the determination of incomes and prices; to amend the control of goods Act [Chapter 14:05]; and to provide for matters connected therewith or incidental thereto. National Incomes and Pricing Commission Bill (H.B. 13, 2006).
Bill read the first time. Referred to the Parliamentary Legal Committee.
- The Minister of Finance presented a Bill to provide for the establishment of the National Statistics Agency, which will replace the Central Statistical Office; to provide for the collection and processing of statistics; to repeal the Census and Statistics Act [Chapter 10:05]; and to provide for matters incidental to or connected with the foregoing. Census and Statistics Bill (H.B. 12, 2006).

- HON MADZIMURE: To ask the Minister of State for State Enterprises, Anti Monopolies and Anti-Corruption to explain why ZUPCO, a transport organization, falls under the Ministry of Local Government, Public Works and Urban Development instead of Ministry of Transport and Telecommunications.

- HON MPARIWA: To ask the Minister Local Government, Public Works and Urban Development to state:
- government’s plans to resuscitate the water reticulation system in Mufakose; and
- the average life span of water pipes.
- HON MPARIWA: To ask the Minister Local Government, Public Works and Urban Development to state:
- whether it was the responsibility of the council or the residents to buy water meters; and
- the amount or revenue that has been collected through the sale of water meters to Mufakose residents and what the funds where being used for.

- HON GUMBO: to ask the Minister of Finance to state:-
- how much it cost the Reserve Bank to undertake Operation Sunrise (Zuvarabuda);
- the total value of the old bearer cheques collected;
- what will happen to the old bearer cheques still not exchanged particularly in the rural areas;
- why the RBZ limited exchanges to $100 000 000 (old bearer cheques) per week without coming up with an alternative way of disposing the excess;
- how the limit of $100 000 000 (old bearer cheques) was determined considering that ordinary people were keeping more than that amount at home in cash to meet everyday expenses and realizing that most rural people do not have bank accounts.
- HON. M. GUMBO: To ask the Minister of Finance to explain the criteria used in allocating development resources to provinces and districts in view of their varying sizes
- HON. M. GUMBO: To ask the Minister of Finance to give the reasons why the government’s system of payment still remains centralized while departments have since been decentralized e.g. water bills for hospitals.
- HON. MALINGA: To ask the Minister of Transport and Communication to state:
- how far the Government had gone in its efforts to raise the $875m needed for the installation of the Central Train Communication system;
- the efforts being made to improve the National Railways of Zimbabwe staff complement, which had dropped from 21 000 in 1980 to the current 9 000;
- the steps being taken by N.R.Z to augment the 5 338 wagons, out of a total requirement of 7 412 wagons needed to service the 2 759 km of local rail, as the shortage now threatens the importation of fertilizer and wheat.
- HON. MALINGA: To ask the Minister of Transport and Communication to state:
- what the Ministry was doing to help the pensioners who use the People’s Own Savings Bank (P.O.S.B.), but find it to be un-user friendly and whether
consideration could be given to the idea of preferential treatment for those above
60 years of age in order to assist them;
- e) whether the Ministry had plans to install benches in the banking halls for the pensioners.
- HON. MUSA: To ask the Minister of Transport and Communication to explain why the following roads have not been maintained:
- Mutoko – Rwenya Road
- Rwenya – Nyamapada Road
- Suswe – Mutawatawa Road
- Nyamuyaruka – Mazoe Bridge Road
- HON MUSA: To ask the Minister of Transport and Communications to state whether the Ministry has designed the Mudzi River Bridge and to advise the House when construction is likely to start on the bridge.
- HON MUSA: To ask the Minister of Transport and Communications to table in Parliament maintenance programmes, indicating allocations for each district or area covered and to explain why road shoulders have not been maintained for years.
- HON. MALINGA: To ask the Minister of Industry and International Trade to state:
- What the Government is doing to guarantee the continued employment of the remaining 16 000 employees in the textile industry, considering that since 2001, 8 000 have lost their jobs.
- the steps Government has taken to save David Whitehead from completely shutting
- HON. MALINGA: To ask the Minister of Health and Child Welfare whether the Ministry has plans to open another Opportunistic Infections Clinic at Silobela Hospital, since there is only one in Kwekwe to service the whole district of Kwekwe.
- HON GABBUZA: To ask the Minister of Health and Child Welfare to explain why Siabuzuba Clinic in Sikalenge Ward and Chibila Clinic in Sinamagonde Ward have not been completed despite receiving funding in the 2006 budget.
- HON GABBUZA: To ask the Minister of Health and Child Welfare to explain why Lusulu and Chinego Clinic’s which have been wired and tubed are still not electrified and state the plans the Ministry has for completion of the
projects.
- HON. M. GUMBO: To ask the Minister of Health and Child Welfare to give an indication as to when nurses will be transferred from the Salary Service Bureau and if he could elaborate on the steps the Ministry has taken so far to implement this policy.
- HON. MALINGA: To ask the Minister of Justice Legal and Parliamentary Affairs to explain:
- what the Ministry is doing to reduce congestion in prisons, considering that from
2003 to date, a total of 3 618 prisoners country wide have died of TB, AIDS related infections, Pneumonia, Gastroenteritis, and malnutrition.
- the Ministry’s efforts towards improving the availability of drugs and Ante-Retro Virals (ARVs) to prisoners.
- the steps the Ministry is taking to improve the diet of prisoners.
- HON. M. GUMBO: To ask the Minister of Education Sports and Culture to update the House on the progress made in the implementation of its policy on married couples who are living or working together at the same school.
- HON. M. GUMBO: To ask the Minister of Education Sports and Culture to explain the reasons why student teachers receive lower allowances than other students in other
government departments such as AREX.
- HON. M. GUMBO: To ask the Minister of Public Service, Labour and Social Welfare to explain the Government Policy on contract workers and whether he is aware that some workers have worked for very long periods without contributing to the pension fund a situation which will lead to them getting nothing on retirement.

NOTING the publication of the report by the investigator into the Zimbabwe congress of trade unions (ZCTU) presented to the minister of public service, labour and social welfare;
APPRECIATING that the report exposed and unearthed gross mismanagement and abuse of funds;
ALARMED by the violation of guidelines on retention of records and the opening of unauthorised bank accounts and the use of unauthorised signatories to the accounts;
SHOCKED by the ZCTU unconstitutional salary payments to is president, Mr. Lovemore Matombo; and the illegal dismissal of the ZCTU’s trustees;
AND NOW THEREFORE RESOLVES THAT,
- the minister of labour should deal with the matters in terms of section 120 of the labour act to bring order on the labour movement; and
- the trustees who had been illegally dismissed should resume their duties with immediate effect.

DISTURBED by the government’s lack of tolerance for any form of dissent;

- condemns the persons responsible for the physical assaults and inhuman treatment; and
