The Vice-President and Minister of Justice, Legal and Parliamentary Affairs, moved: THAT WHEREAS Section 327 (2) (a) of the Constitution of Zimbabwe provides that any international treaty which has been concluded or executed by, or under the authority of the President shall be subject to approval by Parliament;

 

AND WHEREAS the Protocol on the SADC Tribunal was adopted by the 34th

Ordinary Session of the SADC Summit held in Victoria Falls, Zimbabwe on 18 August 2014;

 

AND WHEREAS the entry into force of the said Protocol shall be conditional upon its ratification by the Member States in accordance with their constitutional procedures;

 

NOW THEREFORE in terms of Section 327 (2) (a) of the Constitution of Zimbabwe, this House resolves that the aforesaid Protocol be and is hereby approved for ratification.

  1. Adjourned debate on motion on alarming incidents of road carnage due to dilapidated infrastructure, obsolete vehicles and human error (Adjourned 19th July, 2016- Sen. Musaka).

            Question again proposed: That this House-

 

CONCERNED at the alarming number of road carnage incidents on our roads which are as a result of dilapidated road infrastructure and obsolete motor vehicles coupled with human error due to flagrant breach of road regulations by unlicensed drivers;

 

FURTHER CONCERNED of the deterioration in the railway system in the country, a situation which is further compounded by the lack of efficient and economic air transportation system in the country;

 

ACKNOWLEDGING the need to establish a special budget / fund for upgrading and improving the transportation system in the country;

 

NOW, THEREFORE, calls upon government to-

 

  • Embark on a robust modernization infrastructure programme for roads, air and Railways which is user friendly and accommodative of goods services and passengers at large, a situation which will eliminate road carnage substantially; and

 

  • Support the development of efficient and economic air transportation as a matter of urgency-  Sen. Musaka.

               Question proposed:  That this House-

 

NOTING that the first cluster in ZIMASSET is food security and nutrition and addresses challenges of food insecurity and under nourishment;

 

 

CONCERNED that despite government efforts to prioritise its programs and projects to address the country’s economic challenges, malnutrition is taking its toll among the urban and rural communities;

 

FURTHER CONCERNED that children of school going age are the most vulnerable as they easily fall victim to starvation thereby impacting negatively on their ability to effectively comprehend their lessons, a situation which creates nightmares for teachers;

 

COGNISANT that poor nutrition affects health of individuals and communities and retards economic growth and health standards;

 

ALARMED by lack of awareness on basic nutrition, even among leaders who do not appreciate the consequences of under nourishment in economic development;

 

NOW THEREFORE resolves that government provides adequate information to community leaders including members of Parliament on how to reduce incidents of malnutrition among children and adults in the country. -Hon. Sen. D.T. Khumalo.

HON. SEN. CHIMHINI:  To ask the Minister of Health and Child Care to explain the measures the Ministry has in place to ensure that every person who is on ART can have their viral load tested at no cost to the person living with HIV as a way of achieving the 90 – 90 – 90 by 2030.
