That this House takes note of the Report of Delegation to the 52nd Plenary Assembly Session of the SADC- Parliamentary Forum held in the Democratic Republic of Congo from 3 to 11 December 2022.

 

  1. Adjourned debate on motion on the sustainable management of waste (Adjourned 14th February 2023- Sen. S. Mpofu)

Question proposed: That this House,

 

MINDFUL that every person has the right to an environment that is not harmful to their health or well-being;

FURTHER MINDFUL that every person has a Constitutional right to have the environment protected for the benefit of present and future generations, through reasonable legislative and other measures that prevent ecological degradation and pollution;

DISTURBED by the filthy garbage that has become an eye sore in all our towns and cities countrywide as a result of rampant and unabated littering which seems to have become a way of life;

CONCERNED that the littering of our urban centres has been further exacerbated by industrial waste pollution which is surely a time bomb that will explode anytime if this is not expeditiously brought under firm control;

Now, therefore, calls upon the Government to

  1. come up with secure ecologically sustainable developmental progammes;
  2. b) rigorously promote conservation;
  3. c) introduce stiff penalties for all those willy-nilly littering and polluting our environment; and
  4. d) secure ecologically sustainable development and use of natural resources while at the same time promoting economic and social development- Hon S. Mpofu.
    1. Adjourned debate on motion on measures to combat human trafficking (Adjourned 14th February 2023- Sen. A. Dube)

            Question proposed: That this House,

 

APPRECIATING; the noble efforts by Government to combat human trafficking through the following measures, among others: -

 

  1. Being a State Party to the UN Convention against Transitional Organized Crime –Convention for the Suppression of Trafficking in persons and of the Exploitation of the prostitution of others.
  2. Signing the Protocol to Prevent, Suppress and punish Trafficking in Persons
  3. Enactment of Trafficking in Persons Act

 

NOTING WITH CONCERN HOWEVER; the increasing incidents and cases of trafficking in persons, particularly women and children, who are easily lured for prostitution and forced labour under false promises of lucrative economic opportunities and study opportunities.

 

 NOW THEREFORE, Calls upon Government to:

 

  1. Step up efforts to identify and protect Victims of trafficking and to provide them with requisite psycho-social and economic support services;

 

  1. b) rigorously raise awareness on the evil and dangerous scourge of human trafficking;

 

  1. c) ensure the availability of State Shelters for Victims of Human Trafficking in all the ten Provinces of the Country; and

 

  1. Step up efforts to investigate, prosecute and severely punish perpetrators of this heinous crime- Hon Sen. A. Dube.

 

  1. Adjourned debate on motion on the Report of the 145TH Assembly of the Inter

Parliamentary Union and Related Meetings held in Kigali, Rwanda (Adjourned 14th February 2023- Hon. Sen. Muzenda)

That this House takes note of the Report of the 145TH Assembly of the Inter-Parliamentary Union and Related Meetings held from 11 to 15 October 2022 in Kigali, Rwanda – Hon. Sen. Muzenda.

 

  1. Adjourned debate on motion on the challenges affecting early child learning (Adjourned 14th February 2023- Sen. Mabika)

Question proposed: That this House;

 

ACKNOWLEDGING, that education is a right for every citizen and permanent resident in Zimbabwe

 

COGNISANT that the state, through reasonable legislative and other measures, must ensure     that education is progressively available and accessible even to Adults as constitutionally obligated.

 

FURTHER ACKNOWLEDGING, the importance of Early Child Development (ECD) in laying the foundation for Children through education.

 

CONCERNED, that Early Child Development (ECD) is confronted with a myriad of challenges such as inadequate funding, shortage of classrooms, Information Communication Technology (ICT) equipment teachers and reading materials, among other things;

 

This House calls upon:

 

  1. The Ministry of Primary and Secondary Education to prioritize the construction of school infrastructure and recruitment of teachers for Early Child Development (ECD); and
  2. the Ministry of Finance and Economic Development to provide adequate

financial resources for Early Child Development programs - Hon. Sen. Mabika.
