5. Adjourned debate on motion on 16 Days of Activism against Gender Based Violence

COGNISANT that the Republic of Zimbabwe is signatory to the Beijing +25 Declaration, the Convention on the Elimination of All forms of Discrimination Against Women (CEDAW), the SADC Protocol on Gender and Development and the Sustainable Development Goals (SDGs)
RECOGNISING that Sections 17, 56, 78, 79, 80 of the Constitution of Zimbabwe provide for gender equality and other rights of women.
NOTING the commemoration of 16 Days of Activism Against Gender Based Violence Campaign from 25 November – 10 December 2020 under the theme “Orange the world: Fund, Respond, Prevent, Collect”
MINDFUL that domestic violence and sexual abuse in our communities constitutes a scourge that has caused devastating social ills on women folk, among them, trauma, murders and suicide;
ALSO MINDFUL that the prevalence of domestic violence results in grievous physical, emotional, psychological harm among women and the girl child, leading to untold sufferings to minors;
COGNISANT that cases of domestic violence are contributory to high incidents of rape, incest, child marriages, depravation of love and financial support and other anti-social practices;
AWARE that failure to deal with this cancerous pandemic of gender-based violence is a serious indictment on the part of our nation;
DESIROUS to curb challenges of domestic violence;
NOW, THEREFORE, calls upon;
a) Law enforcement agents to strictly enforce law on domestic violence and bring all culprits to book.
b) Parliament to legislate for stiffer penalties to deal with domestic violence – Hon Sen. A. Dube

6. Adjourned debate on motion on the death of Hon. Sen. Air. Chief Marshal (Rtd) Perence Shiri (Adjourned 25th November, 2020- Hon. Sen. Tongogara)

Question again proposed: That this House expresses its profound sorrow on the sudden and untimely death on Wednesday, 29th July, 2020 of Honourable Senator for Mashonaland Central, Air Chief Marshal (Rtd), Perence Shiri.
Places on record its appreciation of the services which the late Member of Parliament rendered to Parliament and the nation; and
Resolves that its deepest sympathy be conveyed to the Shiri family and the Mashonaland Central province – Hon. Sen. Tongogara.

ORDERS OF THE DAY AND NOTICES OF MOTIONS
- The Minister of Environment, Climate, Tourism and Hospitality Industry

WHEREAS section 327(2) (a) of the Constitution of Zimbabwe provides that any international treaty which has been concluded or executed by or under the authority of the President does not bind Zimbabwe until it has been approved by Parliament;
WHEREAS the Minamata Convention on Mercury, adopted at the Fifth Session of the Intergovernmental Negotiating Committee held in Geneva, Switzerland on 19 January 2013, is a global treaty whose objective is to protect human health and the environment from the adverse effects of mercury;
WHEREAS Zimbabwe signed the Minamata Convention on the 19th of January 2013 in Geneva, Switzerland and is desirous of becoming a party and a member of the community of nations endeavoring to protect human health and the environment from the adverse effects of mercury;
ANDWHEREAS Article 30 (1) of the Minamata Convention provides that any State wishing to be a Party to may, inter alia, deposit an instrument of ratification with the Depositary;
NOWTHEREFORE, in terms of section 327(2) (a) of the Constitution of Zimbabwe this House resolves that the aforesaid Minamata Convention on Mercury be and is hereby approved.

WHEREAS Section 327 (2) (a) of the Constitution of Zimbabwe provides that an international treaty which has been concluded or executed by or under the authority of the President does not bind Zimbabwe until it has been approved by Parliament;
WHEREAS the 28th Meeting of the Parties to the Montreal Protocol, held on 15th October 2016, in Kigali, Rwanda adopted an amendment to the Protocol, now termed the Kigali Amendment to the Montreal Protocol on substances that deplete the Ozone Layer, which Amendment has not yet entered into force on 1 January 2019;
WHEREAS Zimbabwe is a party to the Montreal Protocol on substances that deplete the Ozone Layer and is desirous of becoming a party to the Kigali Amendment to the Montreal Protocol on substances that Deplete the Ozone Layer.
NOW THEREFORE, in terms of section 327 (2) (a) of the Constitution of Zimbabwe, this House resolves that the aforesaid amendment be and is hereby approved for ratification.
3. Second Reading: Zimbabwe Media Commission Bill (H.B. 8A, 2019) – The Minister
of Information, Publicity and Broadcasting Services.
