HON. SEN. TIMVEOS:  To ask the Minister of Lands and Rural Resettlement to inform the House what policy is used by land officers to allocate land in view of the fact that they do so without the knowledge of the traditional leadership who are fully conversant with their environment in terms of sacred areas and pastoral land for their livestock.

*2.

HON. SEN. TIMVEOS:  To ask the Minster of Local Government, Public Works and National Housing to explain;

(a)   Why Council Chairpersons and Finance Chairpersons for Zimbabwe Town Councils were removed from being signatories to council bank account, a situation which has left senior council employees solely responsible thus abusing public funds as they are no longer accountable to the public and run the council like a private entity.

(b)   The role of councillors who are not accountable for the disbursement of funds in the council.

HON. SEN. TIMVEOS:  To ask the Minister of Justice, Legal and Parliamentary Affairs;

(a)   Why Justice Rita Makarau plays a triple role as judge of the Supreme Court, Secretary for Judiciary Services Commission and Chairperson of the Zimbabwe Electoral Commission (ZEC).

(b)   To further explain what role she would play in the event election results are contested.

HON. SEN. TIMEVEOS:  To ask the Minister of Justice, Legal and Parliamentary Affairs to explain to the House why the Anti-Corruption Commission has no arresting powers.

*5.

HON. SEN. CHIMBUDZI:  To ask the Minister of Small and Medium Enterprises to inform the House;

(a)   whether or not members of cooperatives pay taxes to the fiscus.

(b)   Whether cooperative businesses are insured.

*6.

HON. SEN. CHIMBUDZI:  To ask the Minister of Agriculture, Mechanisation and Irrigation Development to explain:

  • Whether or not farmers in resettlement areas are insured against natural disasters;

  • How a farmer can be assisted in case of loses of one hundred and fifty or more hectares of maize crop due to veld fires.

  • How farmers are sensitised on setting up fire guards or fire breaks in place to avert veld fires.

  • What the Ministry’s policy is as regards the protection of farmers from unscrupulous buyers who want to cash in on maize that was harvested under the Command Agriculture Programme.

*7. HON. SEN. CHIMBUDZI:  To ask the Minister of Finance and Economic Development to inform the House;

  • The success and failures of the 2016 budget;

  • How the Ministry managed to empower people with disabilities economically.

*8. HON. SEN. CHIMBUDZI:  To ask the Ministry of Finance and Economic Development to inform the House what benefits the nation has realized from the Chinese people who are in business in the country.

NOTICE OF MOTION

That this House:-

RECOGNIZING that in 1999, Parliament adopted the final report of the Parliamentary Reform Committee (PRC); and one of the recommendations contained in the report was that of establishing a Code of Conduct and Ethics and Implementation Register for Members of Parliament.

ACKNOWLEDGING that the Constitution of Zimbabwe, in section 198 provides for the enactment of an Act of Parliament which must provide measures to enforce the provisions of principles of public administration and leadership, including measures to―

  • require public officers to make regular disclosures of their assets;
  • establish codes of conduct to be observed by public officers; and
  • provide for the disciplining of persons who contravene the provisions of Chapter 9 of the Constitution or any code of conduct or standard so established.

NOTING that the recommendation by the PRC and the requirement by the Constitution culminated in Standing Order No. 48 of the Standing Rules and Orders of the Senate.

COGNISANT of the approval of the Code of Conduct and Ethics and Implementation Register by the Committee on Standing Rules and Orders on 21st of April, 2016.

NOW THEREFORE, resolves, that the Code of Conduct and Ethics and the Implementation Register be adopted.
