  1. The President of the Senate made an announcement regarding the death on Thursday 28th May 2009 of Honourable Senator Chief Bidi, and invited all Honourable Senators to rise and observe a minute of silence as a mark of respect for the late Honourable Senator.

  1. The Minister of Science and Technology Development moved: That

 

WHEREAS, SUBSECTION 1(1) of section 111B of the Constitution of Zimbabwe provides that any convention, treaty or agreement acceded to , concluded or executed by  or under the authority of the President and with one or more states or Governments or international organisations shall be subject to approval by Parliament;

 

AND WHEREAS, the SADC Protocol on Science, Technology and Innovation was concluded and signed by the SADC Members on 17th August

2008 in Johannesburg, Republic of South Africa;

 

AND WHEREAS, the entry into force of the aforesaid protocol is subject to ratification by the signatory Member states in accordance with their respective constitutional procedures;

 

NOW THEREFORE, in terms of subsection (1) of 111B of the constitution, this House resolves that the aforesaid protocol be and is hereby approved.

 

Motion put and agreed to.

CONCERNED with the increasing poverty levels among the ordinary people of Zimbabwe;

 

FURTHER CONCERNED by the absence of a properly defined Government policy on the development of the arts, sport and culture;

 

NOTING that these disciplines can significantly and economically empower many people through employment creation.

 

CALLS UPON the inclusive Government to formulate a well-defined and strategic policy aimed at identifying, nurturing and developing the artistic, cultural and sporting talent of Zimbabweans living within and outside the country.

 

On the motion of the Deputy Minister of Public Works: Debate adjourned until tomorrow.

CALLS upon government to scale up HIV and AIDS, maternal and reproductive health programmes.

Culture in Zimbabwe (Adjourned 17th June 2009 – The Deputy Minister of

(Adjourned 16th June 2009 – The Governor for Matabeleland North)

Question proposed: That this House-

 

CONCERNED WITH the absence of a concrete programme of action and government policy to strategically harness the expertise of Zimbabweans living in the diaspora.

 

FURTHER CONCERNED by the apparent lack of a holistic and systematic campaign to compile a register of all Zimbabweans living in the diaspora.

 

NOTING that Zimbabweans living in the diaspora are capable of positively contributing to the socio-economic as well as political reconstruction of Zimbabwe by the all inclusive government.

 

TAKES this opportunity to call upon all Zimbabweans living in the diaspora to liase with the various diplomatic missions of Zimbabwe in the countries where they are presently residing to enable a register of diasporans to be complied.

 

FURTHER taking this opportunity to express its appreciation for the role that Zimbabweans living in the diaspora have played and continue to play by remitting money and other resources to their families and relatives in Zimbabwe.

 

NOW, THEREFORE, RESOLVES;

 

That this House calls upon the all-inclusive Government to formulate a concrete and strategic policy aimed at tapping and harnessing the expertise and resources of Zimbabweans living in the diaspora as part of the all-inclusive Government’s efforts to resuscitate the country’s economy – Hon. Senator Gutu.
