AMENDMENT OF STATE UNIVERSITIES STATUTES BILL, 2021
MeMoranduM
This Bill seeks to amend thirteen University Acts in an effort to align them to the Constitution and to bring uniformity among all the University Acts.
This Bill will amend the objects of all University Acts in line with the education
5.0 policy focusing on teaching, research, community service, innovation and industrialisation for the production of quality goods and services.
This Bill seeks to reduce the number of members of the Council in order to have a lean and efficient Council, as well as ensuring that there is gender balance and fair regional representation in the appointment of the members.
This Bill will amend the appointment of the Registrar, Bursar and Librarian in all University Acts. The Registrar, Bursar and Librarian will be appointed by the Council with the approval of the Minister.
This Bill will align the University Acts to the principles of good corporate governance in terms of the Public Entities Corporate Governance Act [Chapter 20:07]. The Bill will also standardise university disciplinary procedures in order to remove cumbersome and costly procedures.
In particular, the individual clauses of the Schedule to the Bill are as follows:
Clause 1
PART I
Masvingo state university act [Chapter 25:24]
Provides for the short title of the bill.
Clause 2
Provides for the objects of the university to include the five pillars of Education

Clause 3
Provides for the University Council which shall consist of not less than ten (10) and not more than twenty (20) members.
Clauses 4 and 5
Provide for the appointment of the Bursar and Librarian by the Council with the approval of the Minister.
Clause 6
Provides for the terms and conditions of staff.
Clause 7
Provides for student disciplinary committee to include a registered Legal Practitioner.
Clause 8
Provides for the removal of the Chairperson of Council and the Vice Chancellor from the Finance Committee.
Clause 9
Provides for the term limit for external members of Council.
