NOTING the existence of the African Parliamentarians Network against Corruption (APNAC) Zimbabwe Chapter which is a forum for Parliamentarians to share information and experiences in the fight against corruption.

 

CONCERNED about the high levels of corruption in our society and its impact on the economy especially on the poor.

 

FURTHER CONCERNED by the country’s poor rating on the 2007 Corruption Perception Index.

 

NOW, THEREFORE, this House, calls upon

  1. the Executive, Judiciary and Legislature to lead by example by coming p with a Code of Conduct;
  2. the three arms of government to condemn all corrupt practices in all sectors;
  • the Executive to review all relevant legislation with a view to strengthen them in order to deal with corruption cases;
  1. the Executive to consider the reports by the Comptroller and AuditorGeneral’s reports seriously and make the necessary follow- ups; and
  2. Legislators to adopt the APNAC Zimbabwe Chapter.

Development to explain the reason for the delays in the surfacing of the Binhanya Road which runs from Nyanga to Ruwange and to assure this House that the Ministry has budgeted for its surfacing in the coming budget for 2010.

i)        inform the House the total cost incurred in the setting up of Toll Gates on all major roads; ii)   indicate the estimated costs of the operation, the revenue collected from Toll Gates, state the amounts allocated to date for operation of the Toll Gates system ; and  iii)State the amounts allocated to ZINARA for the maintenance of the National Road Network.

HON. JIRI:  To ask the Minister of Local Government, Rural and Urban Development to explain:

i)        Why Rural District Councils have been operating without audited financial statements over the years as evidenced by the Chikomba Rural District Council whose last audited accounts were produced in 2003. ii)           What measures the Ministry is taking to address cases of gross mal-

administration in the running of Council Affairs where some assets have been misappropriated over time Chikomba Rural District Council is a case in point. iii)        What criteria has been used to employ the staff in the Administration of Councils and to state whether it is by merit or nepotism.

*9. HON. SHOKO:  To ask the Co-Ministers of Home Affairs to inform this House a)         whether those who brutally murdered Yona Gent, Ngoni Naite,

Archford Chipiyo and an identified youth on the night of 17-18 June 2008 near the Skyline Golf Club Compound (RRB No. 0333672) have been apprehended and if so to state the progress that has been made in prosecuting the culprits; and

b)       to explain why the police refused to release Yona Gent’s post mortem results to his parents.

NOTING that an accurate voters roll is central and key to a credible electoral process;

 

ALARMED by the chaotic state of the voters roll in Zimbabwe as evidenced by the presence of names of deceased persons, geriatrics over 100 years old, multiple entries and a multitude of general inaccuracies;

 

CONCERNED that little action has been taken to correct the situation despite several calls to do so from various quarters;

 

CONVINCED that an audit of the voters roll is urgent and necessary to ensure that future elections are credible;

 

NOW, THEREFORE, this House calls upon the inclusive government to immediately carry out a comprehensive audit of the voters roll to rid it of all inaccuracies and irregularities.
