1. THE SPEAKER: Standing Order No. 10 (4) provides that “as soon as practicable after the commencement of every Parliament, and from time to time thereafter as necessity may arise this House shall appoint one of its members to be Deputy Chairperson of Committees who shall be entitled to exercise all the powers of the Chairperson of Committees, excluding his or her powers as Deputy Speaker.”   I therefore call for nominations of candidates for the election of the Deputy Chairperson of Committees.

 

WHERE UPON the Deputy Prime Minister, Hon Khupe moved:  That Hon Madzimure do take the Chair as Deputy Chairperson of Committees.

 

There being no further nominations Hon Madzimure was declared duly elected to the office of Deputy Chairperson of Committees.

 

The other members of the Chairperson’s panel are Hon Karenyi and Hon Mguni.

 

2. The Speaker informed the House that the meeting between the Zimbabwe Women Parliamentarians, Caucus Management Committee, Chief Whips and their Deputies and officials from the Women's University in Africa will be held on Thursday 18th June 2009 at 0830 hours in the Senate Chamber.

5. Hon Chimanikire seconded by Hon Chikava moved: That this House takes note of the report of the delegation to the SADC Parliamentarians’ Policy Dialogue on Poverty and Social Transfers held in Johannesburg, South Africa.

 

On the motion of the Deputy Prime Minister, Hon Mutambara:  Debate adjourned until tomorrow.

7. Hon Chikwinya seconded by Hon Gonese moved:  That this House- CELEBRATING the consummation of the Global Political Agreement, in particular its expressed commitment to reforming the media environment in Zimbabwe as stated in Article 19 of the same;

 

CONCERNED by the slow progress made towards achieving media plurality and diversity;

 

DISTURBED by the Executive’s failure to bring before Parliament for amendment the legislation that curtails media freedom;

 

NOTING the continued bias and lack of paradigm shift in the public media, particularly the Herald and the Zimbabwe Broadcasting Corporation;

 

ALARMED by the Minister of Media, Information and Publicity’s brazen and unbridled contempt of a High Court ruling that declared the Media and Information Commission illegal;

 

DISTURBED by the Broadcasting Authority of Zimbabwe’s failure to grant broadcasting licenses to other private players in line with the provision of the Global Political Agreement;

 

CONCERNED by the slow pace of constituting the Zimbabwe Media Commission;

 

NOW, THEREFORE;

 

1. Calls on the Minister of Media, Information and Publicity to constitute the Broadcasting and Services Board (BAZ) which should immediately start granting licenses to other media players by August the 6^th 2009;
2. Calls on the Executive to bring before Parliament for amendment or repeal all pieces of legislation that curtail media freedom;

• That the public media, particularly the Herald and the ZBC, provide balanced and fair coverage to all parties in line with Article 19 (d) and (e) of the GPA;

1. That the Minister of Media, Information and Publicity must respect the rule of Law and abide by the High Court ruling that nullified the existence of Media, Information Commission;
2. That the constituting of the Zimbabwe Media Commission be quickened and brought to finality and closure by July 15^th 2009; and
3. That this Parliament commits itself to supporting a Constitution that guarantees, specifically, media freedom.

That this House-

 

SHOCKED by the levels of abject poverty that perpetually assail the inhabitants of communal areas;

 

CONCERNED by the fact that 70% of the national population live in these poverty stricken areas and yet 95% of them have little or no income to meet their basic needs;

 

AWARE that past governments have perennially failed to economically empower communal dwellers preferring instead to issue food hand-outs;

 

EXTREMELY DISTURBED by policies of past governments, which

concentrated on erecting social infrastructure whilst ignoring the critical role of productive investment in the development process;

 

ALARMED that economic dualism and the vicious cycle of poverty pervading the communal areas is being exacerbated by the persistent failure of the Government to initiate policies and programmes to redress the same;

 

FURTHER AWARE that the combined effect of over-population, lack of economic opportunities, and poor incomes, have catalysed a self-reinforcing process of environmental destruction in rural areas, in general, and communal areas in particular;

 

FURTHER CONCERNED by the deliberate indifference to the plight of communal people, and the parochial, puny and paternalistic policies enunciated by the institutions of government controlling the allocation of national resources;

 

NOW , THEREFORE;

 

1. Calls upon Government to put in measures to eliminate the abject poverty debilitating the communal areas;
2. Expresses its support for the initiation of policies and programmes aimed at eliminating the dual economic structure existing in Zimbabwe and to concomitantly integrate the communal areas into the modern economy; and

• Requests the Portfolio Committee on Budget, Finance and Investment Promotion to undertake an urgent in-depth study and analysis of the problem, and recommends comprehensive measures which will ensure the allocation of the requisite material and human resources needed to extricate communal Areas from their state of underdevelopment.

5. Adjourned debate on motion on the structural dislocation of Zimbabwe’s economy (Adjourned 16^th June 2009- The Deputy Prime Minister of Hon

Khupe)

Question proposed: That this House-

 

CONCERNED WITH the structural dislocation of Zimbabwe’s economy, macroeconomic dysfunctionality and the pervasive levels of failure by the state.

 

DISTURBED  BY the high levels of poverty, unemployment and suffering of the people of Zimbabwe.

 

CONCERNED BY the collapse of the public education, public health and public transport infrastructure in the country.

 

FURTHER CONCERNED BY the deeply seated humanitarian crisis, the absence of the rule of law, the food crisis and the extent of deprivation and want by our people.

 

ALARMED BY the high levels of corruption, looting, avarice, asset stripping, patronage and clientelism prevalent in the country.

 

CONCERNED BY THE militarization and politicization in the distribution of food.

 

FURTHER CONCERNED by the deliberate indifference to the crisis by those in control.

 

NOW THEREFORE, THIS HOUSE RESOLVES;

 

1. i) To express its strong concern to the responsible authorities and urge all concerned to direct their energies towards the rebuilding of Zimbabwe.

 

1. i) To call for the crafting of policies to address these challenges being faced by Zimbabweans- Hon Biti.

 

6.         HON. GONESE  HON. MAJOME

 

 That this House-

 

COMMENDING the people of Zimbabwe on a fairly decent election on 29 March 2008.

 

CONCERNED by the reports of alleged murder, torture, rape, arson and looting that took place after the harmonized elections of 29 March 2008.

 

FURTHER CONCERNED by levels of lawlessness, abuse of the rule of law and abuse of state institutions in this violence.

 

NOW, THEREFORE, THIS HOUSE RESOLVES THAT:

A select Committee of Parliament be appointed to investigate the violence that took place after the March 28 elections and report its findings to Parliament – Hon. Gonese

MOYO: To ask the Minister of Transport and Infrastructural Development:- i)            how safe it is for Zimbabweans to use passenger trains in view of the serious signal problems faced by the NRZ; and ii)          what plans the Ministry has regarding the hundreds of old wagons that have been lying idle at various railway stations countrywide over the years since they have been depreciating with time.

*2.	HON. D. A. CHIMHINI: To ask the Minister of Transport and Infrastructural Development:- i)            when the Jombe- Mutare road which starts from the Bvuma turn-off will be tarred since it road is an important link and a shorter route to Mutare; and ii)          to state why these gravel roads have not been maintained for years a situation that has led to bus operators withdrawing services from the area thus prejudging the fruit growers in the area.   [Deferred: Wednesday, 17th June 2009]
*3.	HON. P. N. SIBANDA: To ask the Minister of Transport and Infrastructural Development to inform this House whether the Binya-Karoi road is in the Ministry’s plans for tarring, as this route is shorter and therefore cheaper than the one that goes via Bulawayo.

*4.       HON. NYAUDE: To ask the Ministers of State for National Healing to inform the House:

1. whether they are aware that on the 19^th and 20^th March 2009,  ZANU PF officials in Bindura South Constituency, namely, Matangira and Muzondo addressed rallies denouncing and rejecting the Global Political Agreement and the inclusive Government  and that these officials questioned the integrity of the three principals to the Global Political Agreement; and
2. whether any measures will be taken to ensure that people are not misled at rallies.

*5.        HON. JIRI: To ask the Minister of Local Government, Rural and Urban

Development,

1. how Rural District Councils have been allowed to operate year in year out without audited financial statements .e.g. Chikomba district councils last audited accounts were produced in 2003 or before;
2. what the Ministry is doing about the gross mal-administration in the running of council affairs, particularly by those of Chikomba Rural District Council where assets have been personalized and misappropriated for a period in excess of five years; and

• what arrangements have been put in place to address the above concerns with the urgency they require.

*6.       HON KAGURABADZA: To ask the Minister of Finance whether the Ministry:

1. is aware that Redwing Mine in Penhalonga, a gold mine operated by Metallon Gold of Zimbabwe, has closed down due to flooding as the water pumps at this mine are malfunctioning or cannot be repaired and new ones have not been bought because the RBZ is alleged to have withdrawn money from the mine’s Foreign Currency Account (FCA) and did not reimburse it; and
2. can advise when this money is going to reimbursed to ensure that the Mine reopens.

*7. HON NYAMANDE:  To ask the Minister of Finance to explain what people of Makoni Central should do with their old bank notes that have been made obsolete by the introduction of new bank notes as they feel that they have been prejudiced of their hard earned cash.

SIBANDA:  To ask the Minister of Finance to state:- i)       the measures that were put in place to prevent abuse of the USA$ 100 vouchers given to civil servants as allowances; and ii)     if any corrective measures have been taken against Reserve Bank of Zimbabwe employees who were given USA$ 100 allowance since they are not civil Servants. KAGURABADZA: To ask the Minister of Finance whether the allegation that the Reserve Bank of Zimbabwe intercepted and withdrew funds totaling $720 000 from Foreign Currency Accounts of several companies, among others, the Zimbabwe Coffee $231 000, Tanganda Tea Company $134 000, Non Governmental Organisation $95 000, and Small Scale traders $260 000, is true and if the Minister could make a statement on when the RBZ would reimburse the said funds so that the companies can conduct their normal operations.   [Deferred: Wednesday 1st April 2009]
*11.	HON. GWIYO: To ask the Minister of Finance to inform the House which vote of the 2009 Budget caters for the Prime Ministers Office.

*17.	HON. MUCHAURAYA: To ask the Minister of Water Resources, Development and Management when the people of Makoni South will eventually have access to the water at Osborne Dam since it is not benefiting the local community.

*19. HON. MADAMOMBE:  To ask the Minister of Water Resources, Development
	and Management to inform this House: i)      what progress has been made regarding the handover take over of water management from ZINWA to the Local Authorities; and ii)    to state financial and material support that has been given to local authorities by the Government for the management of the water reticulation system. [Deferred: Wednesday 1st April 2009]
*20.	HON.C.R.E. DUBE: To ask the Minister of Energy and Power Development:- i)       what the Ministry’s policy on the refurbishment and rehabilitation of thermal power stations in urban centers apart from Hwange Power Station is; and ii)     how much contribution to the national grid these thermal power stations would make if they were to be fully operational.   [Deferred: Wednesday, 17th June 2009]
*21.	HON. GONESE: To ask the Minister of Agriculture Mechanization and Irrigation Development to:

1. confirm whether ARDA Nuanetsi, ARDA Chirundu, ARDA Katiyo, ARDA Halstead, ARDA Middle Sabi, ARDA Chisumbanje, ARDA Nandi and ARDA Mkwasine have been or are in the process of being availed to private individuals outside the Short Term Emergency Recovery

Programme (STERP);

1. confirm if it is true that one individual, namely Mr Billy Rautenbach has illegally occupied ARDA Middle Sabi (5 000 ha), ARDA Chisumbanje (40 000 ha) and ARDA Nuanesti (150 000 ha) under different companies owned by the same individual, and whether it is true that his contribution to the proposed joint ventures is in the form of loans which will have to be repaid before ARDA realizes any value, and in the case of ARDA Nuanetsi there is no realizable value to ARDA for all the Authority’s investment to date;

• explain how one individual can be in possession of over 300 000 ha of land and how much ARDA has realized from these transactions since it is alleged that these assets are being grabbed with no financial rewards for the equity acquired by the individuals to ARDA, and if that is the case, how can ARDA be turned around it if is being stripped of all its investments for the benefit of private individuals; and

1. whether it is true that the Acting Chairperson of ARDA now has Executive powers to make decisions outside the Board and Management structures, thus frustrating and demoralizing both the Management and workers of ARDA.

*22.	HON. E. G. CROSS: To ask the Minister of Agriculture, Mechanisation and Irrigation Development to state:- i)       the number of many hectares of wheat and barley that been planted this winter and the estimated output and whether it will meet the target set in the 100 day programme; and ii)     the estimated tobacco hectrage for  the 2009-2010 planting season, the number of growers and to give reasons for any  anticipated decline in the output production given the fact that in the past ten years there has been a steady decline in the output.
*23.	HON. D. A. CHIMHINI: To ask the Minister of Agriculture, Mechanization and Irrigation Development to inform the house when the Honde Valley Mupotedzi community women Mutarazi Catchment water project which was started in 2004, will have a transformer installed and be commissioned.
*24.	HON GARADHI: To ask the Minister of State Enterprise and Parastatals to inform the House whether the Ministry has any plans to revive parastatals such as the Cold Storage Company (C.S.C), Dairy Marketing Board (D.M.B) and the Cotton Marketing Board (C.M.B).
*25.	HON. D. A. CHIMHINI: To ask the Minister of State Enterprises and Parastatals to explain if he is aware that Arda Katiyo estate is broke and has not been paying its workers since January 2009 and explain to the house what steps are being taken to alleviate the suffering of the workers and assist Arda Katiyo estate to recapitalise.
*26.	HON. D. A. CHIMHINI: To ask the Minister of Health and Child Welfare:- i)      what the ministry is doing about the constant electricity load shedding at Hauna district hospital which has a mortuary and theatre that go for hours on end without electricity since the hospital cannot afford to purchase diesel to keep the generator running; and ii)    whether the ministry can proffer a possible solution to keep the hospital functioning properly.
*27.	HON. N. MASUKUME: To ask the Minister of Health and Child Welfare to:- i) why the Ministry expels pregnant student nurses when the government has invested a lot of money from its coffers, an alternative should be found so as to retain manpower in the hospitals;

1. ii) what the Ministry’s position is on buildings that were constructed but have gone for years without operating for example Munyamani clinic in

Mwenezi west Constituency; iii) the Ministry’s plans to follow up on vapositori parents who do not send their children for immunization as these are at high risk; and

iv)what the Ministry is doing to alleviate the problem of shortage of ambulances in Mwenezi District.

CHIMHINI: To ask the Minister of Labour and Social Welfare to state whether the Ministry has plans to assist in the resolution of the Katiyo Labour dispute of 2000, since the workers are worried at the failure by the Labour Court to give a final determination. (case ref: Labour Relations Tribunal lrt/mc/16/2000-arda vs. P. Thompson and 149 others.)
*29.	HON KAGURABADZA:  To ask the Minister of Labour and Social Welfare to inform the House if there are measures in place to ensure that over 1000 employees who were laid off by Redwing Mine in Penhalonga will get their retrenchment packages.
*30.	HON. M. SHOKO: To ask the Minister of Youth Development, Indigenisation and Empowerment:- i)       to explain the logic behind the creation of youth zones in Chitungwiza; and ii)     to elaborate whether the youths manning these zones earn a salary and explain the rationale of employing more people at a time when Government is struggling to pay teachers and nurses salaries.
