  1. The Speaker made an announcement informing the House that the date for the National Launch of the International Women‟s Day had been changed from 19th March to 25th March 2010 at the Chitungwiza Aquatic Complex starting at 1000 hours.

 

  1. The Speaker made an announcement regarding the following changes to Committee membership by the MDC-T Party: -

 

  • Makamure has moved from the Portfolio Committee on Agriculture, Water, Lands and Resettlement to the Portfolio Committee on State Enterprises and Parastatals.
  • Varandeni has moved from the Portfolio Committee on Agriculture, Water, Lands and Resettlement to the Portfolio

Committee on women, Youth, Gender and Community Development.

  • Nyamudeza would serve the Portfolio Committee on Defence and Home Affairs in addition to the Portfolio Committee on Small and Medium Enterprises Development.
  • Musumbu would serve on the Portfolio Committee on State Enterprises and Parastatals in addition to the Portfolio Committee on Media, Information and Communication Technology.
  • Dzirutwe would serve on the Portfolio Committee on Women, Youth, Gender and Community Development in addition to the Portfolio committee on Transport and Infrastructure.

  1. i) whether there are any plans to repair bridges and roads damaged by

Cyclone Eline and Cyclone Japhet linking Zaka, Bikita  and Chiredzi

North Constituencies; and ii) if the Ministry allows the local authorities to hire the services of             donors who have the machinery to maintain the roads.

ii)               why he should not be reinstated; and

ii)       whether this does not border on unfair labour practice and victimization by the Supervisor.

*7.       HON. MARAMBA: To ask the Minister of Transport and Infrastructural Development to state when the surfacing of the Driefontein-Fairfield-Mashava road is going to be completed.

 

 

*8.       HON. MADUBEKO: To ask the Minister of Transport and Infrastructural Development to inform the House when the surfacing of the Gweru to Cross Roads/road, which was started in 1998, is going to be completed.

 

*9.        HON. BALOYI: To ask the Minister of Transport and Infrastructural              Development to state:

  1. the amount of money that has been released to the three road authorities in Chiredzi District namely, Chiredzi Rural District Council, District Development Fund and Department of Roads for the repair of roads in the district; and
  2. the ministry‟s strategy to address the general deterioration in the road network in rural areas given that most of these roads need reconstruction.

 

*10. HON. JIRI:  To ask the Minister of Local Government, Rural and Urban Development to explain:

i)        why Rural District Councils have been operating without audited financial statements over the years as evidenced by the Chikomba Rural District Council whose last audited accounts were produced in 2003. ii)           what measures the Ministry is taking to address cases of gross maladministration in the running of Council Affairs where some assets have been misappropriated over time Chikomba Rural District Council is a case in point. iii)        what criteria has been used to employ the staff in the Administration of Councils and to state whether it is by merit or nepotism.

HON. KAGURABADZA: To ask the Minister of Local Government, Rural and Urban Development to explain what the ministry has done to ensure that it complies with Article 14 of the GPA, which calls for the depoliticisation of the office of the traditional chiefs.

HON. S. L. MUSHONGA: To ask the Minister of Local Government, Rural and Urban Development to inform the House:

i)        what the government policy is towards housing cooperatives that purchased unserviced and undivided pieces of Peri-Urban land since year 2000 in contravention of the Regional, Town and Country

Planning Act (Chapter 29:10) Section39; ii) if there is any government waiver in the requirements of Section 39 of the Regional, Town and Country Planning Act (Chapter 29:10); iii)       whether the Ministry is aware that unscrupulous property developers

are trying to use premises of  the Regional, Town and Country Planning Act (Chapter 29:10 to dishonour several contracts they entered into since the year 2000 to detriment of several poor households who invested their savings in buying these unserviced and unapproved subdivisions; and iv)           if the Ministry of Local Government Urban and Rural Development could come up with a Statutory Instrument to retrospectively regularise the above mentioned scenario.

*13. HON. CHIMHINI: To ask the Minister of Local Government, Rural and Urban

Development to explain whether District Administrators, Assistant District Administrators and Chief Executive Officers of Councils are allowed to engage in politics given that those in Mutasa District are publicly showing their allegiance to a particular political party resulting in a collision path with the MDC dominated Rural District Council.

MARAMWIDZE: To ask the Minister of Local Government, Rural and Urban Development to explain why the ZANU PF Councilors who lost in last year's elections are finding their way back in the Council through the so called “Special Interest” Councilors.  What is their special interest duty there as if the winning councilors are failing to do their work.

*17.     HON. GARADHI: To ask the Minister of Local Government, Rural and Urban             Development to inform the House:

  1. whether he is aware that Chinhoyi City Council is not performing efficiently due to over-staffing, as the 500 workers are way beyond the staff compliment of 250 which is required; and
  2. the reasons being the additional workers were politically recruited and what the Ministry is doing to address the problems of excess staff.

*18.     HON. SITHOLE: To ask the Minister of Tourism and Hospitality Industry to explain:

  1. what package is there to encourage communities in the Great Limpopo Transfrontier Conservation Area to develop cultural tourism related enterprises; and
  2. whether there are any opportunities which can be taken advantage of during the 2010 World Cup show case in South Africa.

*19. HON. MANGAMI: To ask the Co-Ministers of Home Affairs to explain the measures the Ministry is taking to assist:

  1. women who got National Identity Documents (I.Ds), without possessing birth certificates, soon after independence through the assistance of their husbands and brothers, get replacement I.Ds;
  2. those women without children, who are being requested to bring their children, as their witnesses, when they apply for new birth certificates inorder to acquire identity cards; and
  3. i) those with short birth certificates who are having difficulties in getting long birth certificates as these are only being processed in Harare.

*20.     HON. CHIMBETETE: To ask the Co-Ministers of Home Affairs to inform the House what the police are doing to enforce the High Court ruling regarding the dispute in the Anglican Church between Harare Diocese and Manicaland Province.

 

*21.     HON. F. M. SIBANDA: To ask the Co-Ministers of Home Affairs to state:

  1. i) when the Ministry is going to construct a permanent Police Station in Magwegwe Constituency since the present temporary structure is dilapidated and inconsistent with the Police Charter and the Zimbabwe

Republic Police (ZRP) image; and ii)          the outcome of talks between the Ministry and Bulawayo City Council in acquiring suitable land to build a permanent police station in Magwegwe Constituency.

 

*22.     HON. F. M. SIBANDA: To ask the Co-Ministers of Home Affairs to explain:

  • why the police post housed at St Pauls Hospital, reporting to Z.R.PLupane District Head Office, is brutalizing the locals for trivial and domestic disputes which are normally handled by either the headmen or chiefs or courts of law;
  1. why the Ministry is not investigating and opening a docket for a police detail at the same post, going by the name “Makado” who transferred from Mtupane Police Post, Gwampu area after murdering a suspect;
  2. why the entire police force, both at the said police post and Lupane, is silent on these inhumane and unprofessional behaviour by some police officers at that post;
  3. why the police officers under the leadership of “Makado” are demanding either cash or livestock from the „so called‟ accused in order to avoid severe beating; and
  • the Ministry‟s policy on errant and rogue police officers to avoid tarnishing the Zimbabwe Republic Police‟s (ZRP) image.

 

*23.     HON. F. M. SIBANDA: To ask the Co-Ministers of Home Affairs to confirm to this House whether the following villagers were the victims of the police brutality since the deployment of “Makodo” from June 2009 to-date:

  1. i) Melusi Mpofu (69 years) a former headmaster of Gobhi Primary

School, Lupane; ii) Mbulawa Ncube of Ndawana Area, Lupane;

iii)      Mlamuli Khumalo (33 years) from Mazankila village, Lupane; iv)     Mathole Ndlovu of Mavikeni village, Lupane; v)       Thulani Mpala of Malungu village, Lupane;

  1. Bhatani Dube, son who died from injuries inflicted by “Makado” and later secretly buried in the same village of St Pauls Area; and
  • Magwadi kraal head, grandson Mabanzi of St Pauls area was brutalized by the same “Makodo”.

 

*24.    HON. MAKAMURE: To ask the Co-Ministers of Home Affairs to explain why the Zimbabwe Republic Police is demanding fuel and money for car services rendered to people involved in accidents and other emergencies.

 

*25.     HON. S. L. MUSHONGA: To ask the Minister of Health and Child Welfare to explain:

  1. i) why Howard Hospital in Mazowe Central has virtually become a referral hospital for patients from Harare and whether the Ministry is
  aware that as a result of the dollarisation of the currency these urban patients are literally elbowing out rural people who cannot afford to pay US$10 to get a medical card; ii)       whether the Ministry is aware that the donor funded distribution of ARVs and ancillary drugs to people living with HIV and AIDS is inadequate at Howard Hospital resulting in patients going for months without the life prolonging drugs; and iii)         when Rosa Government Hospital in Mazowe Central would be

accorded the referral status in order for it to distribute the life prolonging drugs in view of its central location, accessibility and less congested as people from Harare do not overcrowd it.

HON. GARADHI: To ask the Minister of Health and Child Welfare to inform the House:

i)                if he is aware that two doctors at Chinhoyi Provincial Hospital are

using government facility for their private patients e.g Doctor Mvurume is conducting operations using government facility for personal gain; and

ii)              if it is allowed for doctors to charge 3 beasts for service when a patient wants treatment at the government hospital he refers patients to his surgery and charge them 3 beasts for treatment.

*28. HON. SARUWAKA: To ask the Minister of Health and Child Welfare why his Ministry is not reinstating Mr. Cleopas Njopera as driver in compliance with the determination and directive by the Labour Court LC/MC/32/06 on 13 May 2009.

*29. HON. VARANDENI: To ask the Minister of Health and Child Welfare to inform

the House what they are doing with to the shortage of malaria tablets Quartementher and BCG for children in clinics mostly in Bikita South Constituency.

*30.     HON. NYAMUDEZA: To ask the Minister of Health and Child Welfare to inform the House:

  • why some members of staff at Chipinge Hospital who unearthed corrupt practices by the Administration Staff are being called for disciplinary hearings while the suspected corrupt staff are going scotfree;
  • why some of the suspected corrupt staff were transferred and whether members of the staff have a right to refuse to be transferred; and
  • why the members of staff at Chipinge Hospital went on strike twice last year.

 

*31.     HON. MHANDU: To ask the Minister of Health and Child Welfare to inform the

House:

  1. whether it is legal for any medical aid society to force renal patients to go to health institutions that it has invested in for dialysis treatment or sessions when there are other alternative health institutions;
  2. whether it is in line with Government Policy for medical aid society to prescribe where clients should go for treatment in spite of the fact that the medical aid contract does not state so and if the client has any choice; and
  • whether it is proper for any medical aid to be involved in the provision of Medical Services, by sending clients/patients to specific institutions or doctors even if the patient does not desire to be treated by those institutions.

 

 

*32.   HON. F. M. SIBANDA: To ask the Minister of Education, Sport, Arts and Culture           to state:

  1. i) the 2009 grade 7 pass rate in rural and urban schools separately; ii) the 2009 „O‟ and „A‟ level pass rate for rural and urban schools separately;
  • the strategy the Ministry is going to use to improve the Grade 7 (2009) pass rate in rural schools; and
  1. the cause of the appalling failure rate of rural pupils visa-viz previous years.

*33.    HON. F. M. SIBANDA: To ask the Minister of Education, Sport, Arts and Culture to give a comparative analysis of the ZIMSEC and Cambridge „O‟ and „A‟ level 2009 pass rates to determine whether there are any significant disparities or whether ZIMSEC examinations are tougher than Cambridge examinations or vise versa.

*34.      HON. MANGAMI: To ask the Minister of Education, Sport, Arts and Culture to             state:

  1. whether the Ministry has re-appointed and paid all the teachers who resigned and then re-applied to join the Ministry;
  2. the number of teachers who are still waiting for re-appointment and whether there are challenges in effecting the reappointing; and
  • how the Ministry intends to achieve one of Zimbabwe‟s Millennium Development Goals which is free and compulsory education when high fees and teachers‟ incentives are the order of the day.

*35.    HON. CHIMBETETE: To ask the Minister of Education, Sport, Arts and Culture            to inform the House the Ministry‟s policy regarding the length of period a            Headmaster/Headmistress should be stationed at any given school.

 

*36.   HON. VARANDENI: To ask the Minister of Education, Sport, Arts and Culture to           explain:

  1. why there are incentives for teachers only and not for other employees in the Ministry; and
  2. whether he is aware that parents are struggling to raise money for schools let alone the incentives.

HON. F.M. SIBANDA: To ask the Minister of Higher and Tertiary Education to state:

i)         the number of students who have been selected and benefited to study at Fort Hare and other Universities in South Africa since the inception of the Presidential Scholarship Programme to South Africa; ii)      how many students per Province of Zimbabwe benefited;

iii)             the selection criteria since inception to date;

iv)             the status of 2009-2010 applicants to the same universities in South

Africa;

v)               the Minister's response that the selection of would be beneficiaries of

the said programme is undemocratic and biased against students/applicants from other Provinces; and vi)     the condition of the welfare and privileges of Freedom of Association of the students in the said Universities that is in political terms.

HON. MUCHAURAYA: To ask the Minister of Media, Information and Publicity whether there is any political will on the part of government to free the airwaves from the ZBH monopoly and if so how this has been demonstrated.

*39. HON. MUTSEYAMI: To ask the Minister of Media, Information and Publicity to      explain the scientific formulae that is used in determining broadcasting licensing fees and why do we study the licensing regime elsewhere in the region.

GARADHI: To ask the Minister of Media, Information and Publicity to     explain why ZBC always reports negatively about the Prime Minister, a case in point being on 1 December where the Hon. Prime Minister delivered a good speech in the House which was welcomed by all legislators including ZANU PF, but when it came to ZBC, the Prime Minister was castigated for his speech.

HON. S. L. MUSHONGA: To ask the Minister of State for State Security in the

President‟s Office to inform the House:

i)                whether it is government policy for members of the Central Intelligence Organisation (CIO) to join political parties and hold provincial party positions whilst still in active service of the state; and

ii)              whether the Minister is aware that the Deputy Director, Elias Kanengoni -Special Projects in the CIO, holds a provincial party position in ZANU PF Mashonaland Province and if so, what action the Ministry is going to take in order to make sure that the civil service remains apolitical and professional.

of Karoi in favour of Gerald Mlotshwa when the District Land Committee, Provincial Land Committee and the late Vice president Msika had recommended that the offer letter be issued to Rydings School Parent Association.

  1. the Ministry‟s position regarding ZESA‟s actions in forcing un-metred clients to pay bills in full yet there would be receiving no electricity due to load shedding; and

Mhangura Copper Mine; and iii)      whether the issuing of copper export permit does not directly promote vandalism of copper based infrastructure belonging to NRZ, ZESA, TELONE etc.

EXPRESSING solidarity with the Republic of South Africa on the privilege of hosting the FIFA 2010 World Cup, an honour that comes to us in 2010 and according to FIFA it comes once again to Africa in 2034 and, is therefore, a generational event that is celebrated by South Africa as a platform and Africa as the theatre;

 

FURTHER EXPRESSING solidarity with the vision of the AU as an intergovernmental forum for continental integration in actively involving itself in efforts of ensuring that the 2010 World Cup legacy agenda is owned continent wide;

 

NOTING that the AU has been consistent in its solidarity with South Africa in ensuring its state of preparedness to deliver the 2010 FIFA World Cup in Africa and that Zimbabwe as a member of the AU has developed national strategies to support its neighbour in the event;

 

FURTHER NOTING that it is less than 100 days before the commencement of the mega event on 11 June in South Africa;

 

DISTURBED by the lack of financial resources necessary for building a country-based coalition to the implementation of the 2010World Cup legacy;

 

NOW, THEREFORE, this House, calls upon

  1. The government of Zimbabwe to appropriate the necessary resources

to help in that event;

  1. The host country to fulfill its undertaking to make continental legacy projects and;
  2. Non-State actors including the private sector to involve themselves as part of their cooperative social responsibility.

NOW, THEREFORE, this House calls upon the inclusive government to immediately carry out a comprehensive audit of the voters roll to rid it of all inaccuracies and irregularities- Hon Matutu.
