ORDERS OF THE DAY AND NOTICES OF MOTIONS
QUESTIONS WITHOUT NOTICE
* QUESTIONS WITH NOTICE
1. HON. GONESE HON. MAJOME
COMMENDING the people of Zimbabwe on a fairly decent election on 29 March 2008.
CONCERNED by the reports of alleged murder, torture, rape, arson and looting that took place after the harmonized elections of 29 March 2008.
FURTHER CONCERNED by levels of lawlessness, abuse of the rule of law and abuse of state institutions in this violence.
NOW THEREFORE, THIS HOUSE RESOLVES THAT:
A select Committee of Parliament be appointed to investigate the violence that took place after the March 28 and report its findings to Parliament.
2. HON. BITI HON. T. KHUMALO
CONCERNED WITH the structural dislocation of Zimbabwe’s economy, macroeconomic dysfunctionality and the pervasive levels of failure by the state.
DISTURBED BY the high levels of poverty, unemployment and suffering of the people of Zimbabwe.
CONCERNED BY the collapse of the public education, public health and public transport infrastructure in the country.
FURTHER CONCERNED BY the deeply seated humanitarian crisis, the absence of the rule of law, the food crisis and the extent of deprivation and want by our people.
ALARMED BY the high levels of corruption, looting, avarice, asset stripping, patronage and clientelism prevalent in the country.
CONCERNED BY THE militarization and politicization in the distribution of food.
FURTHER CONCERNED by the deliberate indifference to the crisis by those in control.
NOW THEREFORE, THIS HOUSE RESOLVES;
- To express its strong concern to the responsible authorities and urge all concerned to direct their energies towards the rebuilding of Zimbabwe.
- To call for the crafting of policies to address these challenges being faced by Zimbabweans.
3. HON CHINYADZA HON MUSHONGA
AWARE that Zimbabwe consumes 2 million tones of maize annually and that only 400 000 tonnes is available from what was actually produced this last growing season and what has been provided by the State in the form of imports so far this year;
ALSO AWARE that of the 350 000 tonnes of wheat needed to meet national consumption, no more than 100 000 tonnes can be provided from domestic production and imports;
COGNISANT of the fact that the national annual demand for soyabeans is about 240 000 tonnes with only 60 000 tonnes available to meet this demand;
ACCEPTING that the total imports from the international Community in the current year will not exceed 400 000 tonnes of cereals and that the total national deficit of cereals and oil seeds will be over 800 000 tonnes;
NOTING that the above statistics infer that the nation faces hunger and starvation of endemic proportions;
CONCERNED by the persistent failure of the State institutions to distribute the little food available in a transparent and non-partisan manner;
FURTHER CONCERNED by the lacklustre attitude of the responsible State institutions and their apparent failure to effectively deal with this national disaster;
NOW THEREFORE this house resolves that;
- The food crisis be declared a national disaster;
- The Portfolio Committee responsible for Lands and Agriculture investigates and reports on this issue as a matter of urgency.
- That this Committee makes recommendations on how the Country can actively engage the donor community in alleviating the impact of hunger in Zimbabwe; and
Initiate proposals to obviate the recurrence and intensification of the problem in future.
- Adjourned debate on motion in reply to the Presidential Speech (Adjourned
21st October, 2008 – The Minister of Rural Housing and Social Amenities)
