- The Minister of Finance presented a Bill to bring the powers of the Governor of the Reserve of Zimbabwe Bank under the control of the Board, to clarify the functions of the Bank, and to require the Bank to increase its reserves. Reserve Bank of Zimbabwe Amendment Bill [H.B.7, 2009]

1. THE MINISTER OF WOMEN AFFAIRS, GENDER AND COMMUNITY DEVELOPMENT
WHEREAS, SUBSECTION (1) of Section 111B of the Constitution of Zimbabwe provides that any convention, treaty or agreement acceded to, concluded or executed
by or under the authority of the President and with one or more states or Governments.
AND WHEREAS, the SADC Protocol on Gender and Development was concluded by the Member States on 17August 2008, at Johannesburg, South Africa.
AND WHEREAS, the entry into force of the aforesaid protocol is subject to ratification by the signatory Member States in accordance with their respective constitutional procedures;
NOW THEREFORE, in terms of subsection (1) OF 111B of the Constitution, this House resolves that the aforesaid protocol be and is hereby approved.
2. HON CHEBUNDO HON BALOYI
That this House takes note of the First Report of the Portfolio Committee on Transport and Infrastructural Development on the Operation of the Zimbabwe National Roads Authority (ZINARA) Fund – (S.C. 1, 2009).

Development to explain the reason for the delays in the surfacing of the Binhanya Road which runs from Nyanga to Ruwange and to assure this House that the Ministry has budgeted for its surfacing in the coming budget for 2010. [Deferred from Wednesday 21st October]
