- The Joint Sitting of the National Assembly and the Senate commenced at twelve o’clock noon.
- The Speaker invited His Excellency, the President Hon. Dr. E. D. Mnangagwa to deliver the State of the National Address (SONA), marking the Official Opening of the Fifth Session of the Ninth Parliament.
Two minutes past twelve o’clock pm
- His Excellency, the President of Zimbabwe, being seated in the Chair, was pleased to address Parliament as follows:

- The Joint Sitting of the National Assembly and the Senate ended at twenty- nine minutes to one o’clock pm.
- At 12:32 pm, His Excellency, the President’s Procession withdrew.
- At 12:33 pm, the President of the Senate’s Procession withdrew.
- At 12:35, the Judges’ Procession withdrew.
Twenty-four minutes to one o’clock pm
- The Speaker resumed the Chair and read Prayers.
- The Speaker laid upon the Table-
A copy of the speech, which the President of Zimbabwe had been pleased to deliver to the Joint Sitting of the National Assembly and the Senate.
- The Speaker informed the House that on 24th November, 2022, the Minister of Finance and Economic Development would present the 2023 National Budget at 1430 hours in the National Assembly Chamber at the New Parliament Building and that buses would leave Parliament at 1230 hours.
- The Speaker also informed the House that all Committees that subsisted in the Fourth Session, Ninth Parliament would continue to operate to expedite the work of Parliament.
- The Hon. Minister of Finance and Economic Development, moved: That the Committee of Supply be appointed in terms of Standing Order No. 123.
Motion put and agreed to.
- The Speaker adjourned the House without putting any question at a quarter to one o’clock pm.
