*1.    HON. J. M. GUMBO: To ask the Minister of Higher and Tertiary Education to explain      the reasons why student teachers receive lower allowances than other students in other

government departments such as AREX.

*2.    HON CHEBUNDO: To ask the Minister of Education, Sports and Culture to state the      rate of school dropouts between grade one and o’ level since 1995 and: (a)  state what factors caused the dropouts;

  • how these dropouts impacted on the social, political and economic state of the nation; and
  • what measures/plans, if any, are in place to address the causative factors.

 

 

*3.    HON CHEBUNDO: To ask the Minister of Education, Sports and Culture to state:

  1. Success and challenges in the implementation of the “Zero Grade” policy since its introduction; and
  2. Whether adequate preparations were made before introduction of the “Zero Grade” policy, since there are indications that the majority of the Zero Grade teachers are paraprofessionals.

 

*4.   HON CHEBUNDO: To ask the Minister of Industry and International Trade to outline the consultative process/arrangements that his Ministry follow to address issues of Trade before his Ministry undertake to attend International Trade (WTO) conferences and;

  • To explain clearly laid down process is in place;
  • To state the institutions involved
  • If there is no clearly laid down process, to state how his Ministry then enters into agreements without knowledge that could have negative impact on other factors when it comes to implementation at country level.
  • To explain what system/form of feedback mechanism’s in place after the Trade agreements; and

To explain how are the agreements are domesticated.

 

*5.   HON CHEBUNDO: To ask the Minister of Health and Child Welfare to state.

  1. a) Figures regarding:-
  • HIV prevalence rate
  • HIV incident rate
  • Those with AIDS and are in need of ART
  • Those accessing ART
  • What is the current national procurement process and the level of stocks and stock replenishment of ARVs
  1. Clarify whether the National AIDS Trust Funds (NATF) to be used for ART is half the NATF as attributed to him by the media or 70% of the total NATF as presented        by the Hon. Minister of Finance during Budget presentation for 2007.

 

  1. How these NATF for ART are to be turned into foreign currency, and whether it is true from UN agencies etc at 1US$ to between Z$ 4000 and Z$4500.

 

  1. How much foreign currency is the Ministry receiving from the RBZ monthly for ARV procurement.

 

*6.     HON CHEBUNDO: To ask the Minister of Health and Child Welfare to outline the process            followed when applying for the “Global Funds”.  For HIV and AIDS, TB and Malaria.

 

  1. state whether there is a team responsible for the application and the institutions/ organizations they represent.
  2. Why this process cannot be made public, and why shouldn’t other relevant players/stakeholders in the fight against HIV and AIDS be involved.
  3. Which institution in the current Principle Recipient of the Global Fund for HIV and AIDS, and how the last funds received were used.
  4. What reasons were given and/or attributed to the rounds applications that Zimbabwe was turned down.

That this House-

 

APPALLED by the savage, brutal and frightening torture and assaults perpetrated upon the church, civic, political and student leaders as well as other peace loving Zimbabwean who intended to participate in a prayer meeting on the 11th March, 2007;

 

CONCERNED by the callous and cynical disregard of the rights of the arrested persons to have access to their lawyers, medical treatment and food.;

 

WORRIED by the Government’s failure to deal with perpetrators of similar abuses in the past;

 

DISTURBED by the Government’s failure to uphold the rule of law and observe international standards in dealing with public gatherings and demonstrations;

 

NOW THEREFORE this House:

  1. Condemns the persons responsible for the torture and assaults and
  2. Calls upon Government to institute investigations into incidents and identify the perpetrators in order to bring them to account for their actions.

EXPRESSES its profound sorrow on the untimely death on Thursday 1st March, 2007, of the Hon. Member of Zaka East and Deputy Minister of Mines and Mining Development, Mr. Tinos Rusere;

CONCERNED by the savage and brutal physical assaults on Zimbabwe Congress of Trade Unions (ZCTU) leaders, workers and other peace loving Zimbabweans who were exercising their democratic right to express themselves;

 

FURTHER CONCERNED by the degrading and inhuman conditions the arrested persons were subjected to upon their incarceration;

 

      DISTURBED by the government’s lack of tolerance for any form of dissent;

 

FURTHER DISTURBED by Government’s failure to observe international labour conventions and adhere to acceptable international standards in dealing with demonstrations;

 

      NOW THEREFORE this House:

  1. condemns the persons responsible for the physical assaults and inhuman treatment; and
  2. calls upon government to institute investigations into the matter and bring the perpetrators to book - Gonese.

HON. D. M. NCUBE 

 

NOTING the publication of the report by the investigator into the Zimbabwe congress of      trade unions (ZCTU) presented to the minister of public service, labour and social welfare;

 

   APPRECIATING that the report exposed and unearthed gross mismanagement and abuse  of funds;

 

   ALARMED by the violation of guidelines on retention of records and the opening of unauthorised bank accounts and the use of unauthorised signatories to the accounts;

 

   SHOCKED by the ZCTU unconstitutional salary payments to is president, Mr. Lovemore Matombo; and the illegal dismissal of the ZCTU’s trustees;

 

    AND NOW THEREFORE RESOLVES THAT,

 

  1. the minister of labour should deal with the matters in terms of section 120 of the labour act to bring order on the labour movement; and

 

  1. the trustees who had been illegally dismissed should resume their duties with immediate effect.

 

24. THE MINISTER OF EDUCATION, SPORTS AND CULTURE

 

THAT WHEREAS subsection (1) of section 111B of the Constitution of Zimbabwe provides that any Convention, Treaty or Agreement acceded to, concluded or executed by or under authority of the President with one or more foreign States or Governments or International Organisations shall be subject to approval by Parliament;

 

AND WHEREAS the Convention on the Protection and Promotion of the Diversity of Cultural Expressions was adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organisation in Paris in October 2005;

 

AND WHEREAS the Republic of Zimbabwe is a member state of the United Nations Educational, Scientific and Cultural Organisations, and is desirous of becoming party to the Convention on the Protection and Promotion of the Diversity of Cultural Expressions;

 

AND WHEREAS the entry into force of the aforesaid convention shall be subject to the subject to the provision of article 29 of the Convention;

 

NOW THEREFORE, in terms of subsection (1) of section 111B of the Constitution, this House resolves that the aforesaid Convention be and is hereby approved for ratification.
