- The Minister of Information Communication Technology (for the Minister of Finance) presented a Bill to condone unauthorized expenditure incurred by the Ministry of Finance, the former Ministry of Economic Development, the former Ministry Justice, Legal and Parliamentary Affairs, the former Ministry of Science and Technology, the Parliament of Zimbabwe, the former Ministry of Local Government, Public Works and Urban Development and the former Ministry of Industry and International Trade- Financial Adjustments Bill, (H.B. 8, 2009).
Bill read the first time. Referred to the Parliamentary Legal Committee.
- The Minister of Information Communication Technology (for the Minister of Finance) presented a Bill to enhance effective and responsible economic and financial management by Government, including ensuring that roles and responsibilities are clear for all those involved in the management of public finance, to provide for the implementation of generally accepted accounting standards, to promote the accountability of public entities in the management of public resources, to make available such information as will enable Parliament to be informed of the scrutiny of public expenditures, revenues, assets, liabilities and the management of public money, to provide for the preparation and presentation of economic and fiscal policy by the Minister responsible for finance, to provide for the supervision of the Consolidated Revenue Fund and other public funds, to provide for the raising, administration and repayment of loans by the State and for giving of guarantees in respect of certain loans, to repeal the State Loans and
Guarantees Act [Chapter 22:13] and the Audit and Exchequer Act
[Chapter22:03] and to provide for matters incidental to or connected with the above- Public Finance Management Bill, (H.B. 9, 2009).

DISTURBED by the current situation where national heroes and heroines are declared in a partisan and biased manner;
NOTING that several deserving Zimbabweans have not been accorded the heroes and heroines status;
CONVINCED that it is undesirable for the organ of a political party to determine such national issues;
ACCEPTING that an objective and bipartisan process will restore confidence in the process;
NOW THEREFORE this House resolves to set up a committee, which will examine the matter and make appropriate recommendations to the House- Hon F.M Sibanda.

That this House:
NOTING that an accurate voters roll is central and key to a credible electoral process;
ALARMED by the chaotic state of the voters roll in Zimbabwe as evidenced by the presence of names of deceased persons, geriatrics over 100 years old, multiple entries and a multitude of general inaccuracies;
CONCERNED that little action has been taken to correct the situation despite several calls to do so from various quarters;
CONVINCED that an audit of the voters roll is urgent and necessary to ensure that future elections are credible;
NOW THEREFORE this House calls upon the inclusive government to immediately carry out a comprehensive audit of the voters roll to rid it of all inaccuracies and irregularities.

That leave be granted to bring in a Bill to amend the Public Order and Security Act [Chapter 11:17] to ensure that the public gatherings are regulated in a manner that will allow Zimbabweans to fully exercise their fundamental democratic right to engage, to express themselves through the medium of peaceful assembly and association and the Bill will also clarify some of the existing provisions in the current Act.

NOTING the existence of the African Parliamentarians Network against Corruption (APNAC) Zimbabwe Chapter which is a forum for Parliamentarians to share information and experiences in the fight against corruption.
CONCERNED about the high levels of corruption in our society and its impact on the economy especially on the poor.
FURTHER CONCERNED by the country’s poor rating on the 2007 Corruption Perception Index.
NOW, THEREFORE, this House, calls upon
- the Executive, Judiciary and Legislature to lead by example by coming p with a Code of Conduct;
- the three arms of government to condemn all corrupt practices in all sectors;
- the Executive to review all relevant legislation with a view to strengthen them in order to deal with corruption cases;
- the Executive to consider the reports by the Comptroller and AuditorGeneral’s reports seriously and make the necessary follow- ups; and
- Legislators to adopt the APNAC Zimbabwe Chapter.

i) Why Rural District Councils have been operating without audited financial statements over the years as evidenced by the Chikomba Rural District Council whose last audited accounts were produced in 2003. ii) What measures the Ministry is taking to address cases of gross mal- administration in the running of Council Affairs where some assets have been misappropriated over time Chikomba Rural District Council is a case in point. iii) What criteria has been used to employ the staff in the Administration of Councils and to state whether it is by merit or nepotism.
