*1.   HON. J. M. GUMBO: To ask the Minister of Higher and Tertiary Education to explain     the reasons why student teachers receive lower allowances than other students in other

government departments such as AREX.

*2.   HON CHEBUNDO: To ask the Minister of Health and Child Welfare to state:   a) figures regarding:-

  • the HIV prevalence rate
  • the HIV incidence rate
  • those affected by AIDS and are in need of Anti-Retrovirals (ARVs)
  • those accessing ARVs
  • the current national procurement process and the level of stocks of ARVs
  1. whether the National AIDS Trust Funds (NATF) to be used for procurement of ARV is 50% of the NATF as attributed to the Minister by the media or 70% of the total NATF as presented by the Hon. Minister of Finance during Budget presentation for 2007.
  2. How funds for ARVs are to be converted into foreign currency, and whether it is true that the funds would be converted by UN agencies etc at 1US$ to between Z$ 4000       and Z$4500.
  3. The amount of foreign currency the Ministry receiving from the RBZ on a monthly basis for procurement of ARVs.

 

*3.   HON CHEBUNDO: To ask the Minister of Health and Child Welfare to outline the process             followed when applying for the “Global Funds” for HIV and AIDS, TB and Malaria and            state:

  1. whether there is a team responsible for considering the proposed application and the institutions/ organizations they represent;
  2. why this process cannot be made public and why other relevant players/stakeholders in the fight against HIV and AIDS are not involved;
  3. which institution in Zimbabwe was the current principal recipient of the Global Fund for HIV and AIDS, and how the last funds received were used; and
  4. the reasons given for turning down some of the round applications for Zimbabwe.

 

*4.  HON. MUSA: To ask the Minister of Health and Child Welfare:

  1. a) why the following clinics in Mudzi District have not been opened to patients:-
  2. i) Goromonzi Clinic, Masahwa Ward; ii) Chingamuka Clinic, Mukota A Ward; iii) Mavhurazi Clinic, Nyakuchena Ward; iv) Nyamande Clinic, Chikwizo B Ward; and

WORRIED by the Government’s failure to deal with perpetrators of similar abuses in the past;

CONCERNED by the savage and brutal physical assaults on Zimbabwe Congress of Trade Unions (ZCTU) leaders, workers and other peace loving Zimbabweans who were exercising their democratic right to express themselves;

 

FURTHER CONCERNED by the degrading and inhuman conditions the arrested persons were subjected to upon their incarceration;

 

      DISTURBED by the government’s lack of tolerance for any form of dissent;

 

FURTHER DISTURBED by Government’s failure to observe international labour conventions and adhere to acceptable international standards in dealing with demonstrations;

 

      NOW THEREFORE this House:

  1. condemns the persons responsible for the physical assaults and inhuman treatment; and
  2. calls upon government to institute investigations into the matter and bring the perpetrators to book - Gonese.

NOTING the publication of the report by the investigator into the Zimbabwe congress of      trade unions (ZCTU) presented to the minister of public service, labour and social welfare;

 

   APPRECIATING that the report exposed and unearthed gross mismanagement and abuse  of funds;

 

   ALARMED by the violation of guidelines on retention of records and the opening of unauthorised bank accounts and the use of unauthorised signatories to the accounts;

 

   SHOCKED by the ZCTU unconstitutional salary payments to is president, Mr. Lovemore Matombo; and the illegal dismissal of the ZCTU’s trustees;

 

    AND NOW THEREFORE RESOLVES THAT,

 

  1. the minister of labour should deal with the matters in terms of section 120 of the labour act to bring order on the labour movement; and

 

  1. the trustees who had been illegally dismissed should resume their duties with immediate effect.

 

  1. THE MINISTER OF EDUCATION, SPORTS AND CULTURE

 

THAT WHEREAS subsection (1) of section 111B of the Constitution of Zimbabwe provides that any Convention, Treaty or Agreement acceded to, concluded or executed by or under authority of the President with one or more foreign States or Governments or International Organisations shall be subject to approval by Parliament;

 

AND WHEREAS the Convention on the Protection and Promotion of the Diversity of

Cultural Expressions was adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organisation in Paris in October 2005;

 

AND WHEREAS the Republic of Zimbabwe is a member state of the United Nations Educational, Scientific and Cultural Organisations, and is desirous of becoming party to the Convention on the Protection and Promotion of the Diversity of Cultural Expressions;

 

AND WHEREAS the entry into force of the aforesaid convention shall be subject to the provision of article 29 of the Convention;

 

NOW THEREFORE, in terms of subsection (1) of section 111B of the Constitution, this House resolves that the aforesaid Convention be and is hereby approved for ratification.
