  1. The President of the Senate informed the House that Parliament of Zimbabwe would hold an open day exhibition in the Parliament Car Park along third Street on the 8th

and 9th of June, 2017.  The car park would be closed from Wednesday 7th to Friday 9th June, 2017 and parking would be available on the south side of Nelson Mandela Avenue, between Sam Nujoma (Formerly Second Street) and Simon Vengai Muzenda Street (formerly Foruth Street); along Third Street up to Jason Moyo Avenue and along Kwame Nkrumah, between Sam Nujoma and Simon Vengai Muzenda Streets.

She further explained that due to limitations in parking space, Members were strongly encouraged to park their vehicles at their respective hotels and utilize shuttle services offered by the hotels. She further said inconvenience caused to Members was regrettable.

  1. The President of the Senate also informed the House that the Biometric system had become operational at all points of entry and exit in Parliament Building. She explained that in terms of operation, on pressing the button to open the door, one should wait for a signal and a green light above the door, then push the door open.  She further said that, in the event that the system failed to respond, an emergency button could then be pressed for assistance.

  1. The President of the Senate made a further announcement to inform all Chairpersons that they were invited to a meeting with consultants for a capacity assessment dialogue on Wednesday, 7th June, 2017 at 1000 hours in the National Assembly Chamber.

  1. Adjourned debate on motion on SADC Model law on eradicating Child Marriages

(Adjourned 11th May, 2017- The Minister of Media, Information and Broadcasting Services)

            MINDFUL that the SADC Model Law is a milestone in eradicating the matrimony of the children and also in protecting those who are already in marriage;

APPRECIATIVE that the Model Law embraces all concepts on the prohibition of child marriages as adopted in Swaziland in 2016;

DESIROUS to see the end to child marriages as well as any retrogressive measures and hurdles that mitigate against the eradication of such unions;

NOW, THERFORE calls upon Government to domesticate provisions of the Model Law as part of our statutes-Hon Sen. Mohadi.

  1. Adjourned debate on motion on violence that had become a socio-political way of life among the people of Zimbabwe- (Adjourned 2nd May, 2017- Sen. B Sibanda)

NOTING that violence has become an integral part of our socio-              political way of life;

CONCERNED that we cannot build a progressive developmental nation within a violent environment;

CONCERNED about the violence oriented and negative legacy we are developing as a nation;

NOW THEREFORE calls upon this House:

  1. To denounce all forms of violence being perpetrated upon and among the people of Zimbabwe;

  1. To call upon the law enforcement arms of government to enforce law and order without fear or favour;

  1. To admonish political parties so that they desist from the use of violence in order to impose their will on the people of Zimbabwe.

  1. To challenge the executive to fulfill its constitutional obligation by respecting human rights in terms of section 48-78 of the constitution of Zimbabwe. – Sen. B. Sibanda.

CONCERNED with difficulties to attract effective investors to Zimbabwe for sustainable profitable investment due to Zimbabwe’s low population;

FURTHER CONCERNED that most non-governmental Organizations diligently promote birth control down wards instead of encouraging family planning for prolife that is population growth;

CURRENT world trend in population are to encourage large families so as to grow market for products;

Now therefore, this House resolves that the Zimbabwe Government should encourage large families as follows;

  1. Give incentives to families to have a minimum of eight children;
  2. NGOs and Organisation promoting birth control should now be requested to promote family growth-Hon. Sen. Musaka.

  1. Adjourned debate on motion on alignment of the Electoral Act to the Constitution (Adjourned 2nd May, 2017 – Hon Sen Timveos)

                ACKNOWLEDGING     the     progress     made     by     the     Zimbabwe     Electoral

Commission(ZEC) towards assuming its Constitutional mandate of ensuring that elections are conducted efficiently ,freely, fairly, transparently and in accordance with the law;

FURTHER ACKNOWLEDGING the financial restrictions facing ZEC due to scarcity of resources allocated by the Treasury and the interest from the international donors, including UNDP, to assist in supporting ZEC as a key pillar of democracy; AWARE that the desire by government to engage the International Community as  economic partners for the development of Zimbabwe will also be enhanced by inviting the widest range of international players to observe and monitor  our national  elections;

AWARE that the holding of a transparent, free and fair election in 2018 will depend on the integrity of the voters roll as well as an enabling environment;

NOTING the slow process of aligning the Electoral Act to the constitution means that there are areas wherein ZEC is acting unconstitutionally and that there have been actions by ZEC which have not been aligned even to the Electoral Act;

NOW, THERFORE, calls upon

  1. The Government to expeditiously align the provisions on ZEC to the

Constitution;

  1. ZEC to urgently engage with partners to implement the biometric voters roll in order to fulfill the Constitutional mandate;
  2. Government to align the Electoral Act with the Constitution and crate an electoral environment that complies with Article 17 of the African Union Charter on free and fair elections – Hon. Sen. Timveos.

NOTING the efforts made by Government in expanding the education system at Primary and Secondary levels across the country to meet the demand for education since independence;

APPLAUDING the Government’s decision to embrace all stakeholders in education thereby leading to the creation of School Development Committees (SDCs) and School Development Association (SDAs);

FURTHER applauding the excellent work done by parents through the SDCs and SDAs in enhancing the quality of education in Zimbabwe;

DISTURBED by the abrupt decision by the Ministry of Primamry and Secondary Education to order the closure of SDAs/ SDCs accounts at government schools and transfer monies to the government controlled School Service Fund.

CONCERNED that the move will retrogressively impact on the gains made in the educational system over the years and result in the total collapse of the system;

NOW THEREFORE, calls upon the Ministry of Primary and Secondary Education to;

  1. Align the Education Act to the Constitution.
  2. Cease forthwith the transfer of SDA/ SDCs Funds to the School Service Fund.
  3. Formulate a consolidated Statutory Instrument to guide the operations of SDCs and SDAs taking into account stakeholders’ input.- Hon. Sen. D.T. Khumalo

RECALLING ongoing efforts of the African Union to move towards the adoption of a

Draft “Protocol to the African Charter on Human and Peoples’ Rights on the Right to Nationality and the Eradication of Stateless in Africa:,

TAKING NOTE of the conclusions and Recommendations on statelessness adopted by the SADC “Technical Migration Dialogue for Southern Africa Addressing Mixed Migration in Southern Africa: Linking Protection, Immigration, Border Management and Labour Migration, Gaborone, Botswana from 16-18 August 2016”,

ACKNOWLEDGING the Conclusions of the “Conference on Ensuring Everyone’s

Right to Nationality: The Role of Parliaments in Preventing and Ending Statelessness, Co-organised by the Parliament of South Africa, the inter Parliamentary Union and the Office of the United Nations High Commissioner for Refugees, from 26 to 27 November 2015”;

RECOGNISING the requirement by the Sustainable Development Goals (SDGs) endorsed by the UN General Assembly on 25 September 2015, in particular SDG target 16,9 to provide by 2030 legal identity for all, including birth registration;

FURTHER RECOGNISING the numerous formal pledges of SADC Member States to accede to the 1954 UN Convection relating to the Status of Stateless Persons and the 1961 UN Convention on the Reduction of Statelessness and the Recommendations from the Human Rights Council’s Universal Periodic Review to the same effect.

COGNISANT that the Zimbabwe National Constitution provides for Fundamental Human Rights and Freedoms incorporating the right of children to a name and provision of identity documents;

NOW THEREFORE calls upon the Government to:

  1. i) Resolve any existing situations of statelessness within our own country; ii) Review the legislative frameworks and administrative practices in nationality matters with a view to ensure their consistency with the Zimbabwe Constitution and International standards on the prevention and resolution of statelessness, as well as on protection of stateless persons;
  • Initiate legislative reforms which address any identifies gaps or challenges, including any discrimination on the basis of race, ethnicity, religion or gender, thereby helping to prevent statelessness;
  1. Ensure gender equality as regards the equal right of men and women to pass on their nationality to their children and spouses and to change or retain their nationality.
  2. Expedite the implementation of Article 6(4) of the African Charter on the

Rights and Welfare of the Child, thereby preventing childhood statelessness; vi) Establish and maintain comprehensive birth registration and civil registration systems within Zimbabwe with a view to prevent statelessness;

  • Accede to the 1954 UN Convention relating to the Status of Stateless Persons, the 1961 UN Convention on the Reduction of Statelessness and the 1990 UN Convention on the Rights of all Migrant Workers and Members of their Families.
  • Support the drafting, adoption and ratification of a Protocol to the African

Charter on Human and People’s Rights on the Right to Nationality and the Eradication of Stateless in Africa.” – Hon Sen Timveos.

TIMVEOS :To ask the Minister of Finance and Economic Development to inform the House what plans are in place to alleviate challenges posed by lack of point of sale fiscal machines in view of the fact that such machines are not readily available in the country, a situation that has affected business.

HON. SEN. MASHAVAKURE:  To ask the Minister of Finance and Economic Development to explain to the House the status of the Sovereign Wealth Fund since its inception and to state whether any financial resources have been injected to it.

HON. SEN. MASHAVAKURE:  To ask the Minister of Finance and Economic Development to inform the House whether or not it would make economic sense to broaden the Sovereign Fund resource base by including non – mineral income such as funds sourced from agriculture and tourism.

MASHAVAKURE:  To ask the Minister of Finance and Economic Development to explain what would be good for the country in respect of Sovereign Wealth as International Best Practices to make an Annual Budget allocation to Sovereign Wealth Fund or to put all state revenue inflows into the Sovereign Wealth Fund from which periodic withdrawals would be made by finance Annual National Budget requirements at the appropriate time in the fiscal year.

HON. SEN. MASHAVAKURE:  To ask the Minister of Finance and Economic and Economic Development to;
  • Update the nation on the progress made in as far as the work of government appointed commission of inquiry into the conversion process of pension and insurance benefits after dollarization in 2009 is concerned.
  • Indicate to the House how those who were compelled to take up paltry terminal pay cuts from insurance companies before 2009 and way before the maturity dates of their policies would be assisted by the work of the Justice George Smith Commission.
  • To inform the House what steps government and other authorities would take to assist contributors who are being forced to continue making monthly contributions to some funeral assurance houses even though the initial agreements entered into before dollarization stated what contributions would be for ten years only.
  • To explain to the house whether or not it is true that, at law, retirement annuity policies have the status of pension polices and to further celebrate the legality of their unilaterally terminated by some insurance companies in the period prior to dollarization e. 2004 – 08.

HON. SEN. NYATHI:  To ask the Minister of Finance and Economic Development

(a)   Indicate when the banks would be in a position to allow depositors to withdraw any amount of money from their bank accounts without limits

(b)   To state measures in place to ensure that people do not spend their productive time in long queues just to withdraw money which is as little as US$50.00 per day.

TIMVEOS:  To ask the Minister of Finance and Economic Development to explain why the Ministry is not acquiring more machines to assist in clearing trucks at Boarder Posts as some are now avoiding passing through Zimbabwe thereby resulting in less of revenue amounting to even twenty billion dollars.

HON. SEN. TIMVEOS: To ask the Minister of Finance and Economic Development to explain to the House the measures taken by the Ministry to curb corruption as that the economy recovers.

HON. SEN. TIMVEOS:  To ask the Minister of Finance and Economic Development to inform the House whether the Committee to investigate the disappearance of $15 Billion was set up and to further state when its findings would be brought before Parliament.

HON. SEN. CHIEF SIANSALI:  To ask the Minister of Finance and Economic Development to explain why banks are limiting withdrawals to a maximum of $100 per transaction from banks to Ecocash transfers, a situation which results in exorbitant charges to the user a case in point being Agribank; and to consider whether or not it would be prudent to allow withdrawals up to the maximum limit of $5 000 per day.

HON. SEN. SIBANDA B: To ask the Minister of Finance and Economic Development to inform the House what the perceived challenges or problems are that militate against Zimbabwe negotiating with the South African based monetary union so as to allow the country to adopt the rand as the  official currency while continuing to solve the economic dilema.

HON. SEN. SIBANDA B: To ask the Minister of Finance and Economic Development to furnish the House with a detailed state of national indebtedness as at 31 March, 2017 by providing the following:

a)      The comprehensive foreign debt including interest accrued;

b)      Domestic loans debts including interest accrued;

c)      Parastals debts that government has committed to take over and the names of these parastatals;

d)      The current trading account debt of government and bills such as electricity and water;

e)      Current treasury bills commitments including those that have been rolled over;

f)       Any salary and allowances accrued.

*13.   HON. SEN. TIMVEOS: To ask the Minister of Health and Child Care to inform the Housewhat plans  the Ministry has  in place to save lives that are frequently lost due  to prohibitive costs of blood which requires as much as one hundred and twenty dollars a pint to buy.  [Deferred from 16th February, 2017]

HON. SEN. CHIMHINI: To ask the Minister of Health and Child Care, to give a progress report on Chiramba Clinic in Ward 4, Chimanimani West which was constructed through CDF Program in 2011 and to clarify why the clinic is still not operational thereby disadvantaging the community which contributed its labour and local material for their benefit.

(d)   Whether there are programmes in place for information dissemination on TB nationwide.

(e)   What the Ministry is doing to reduce incidents of cancer prevalence and also to make drugs affordable to the patients.

(f)    Whether stateless people have access to ARVs and if so, how do they get them since they have no identification particulars.

(g)   To further state how successful PMTCT has been throughout the country and whether male partners have been involved in such programmes.
