*1. HON. SEN. B. SIBANDA:  To ask the Minister of Agriculture, Mechanisation and Irrigation Development to state whether stakeholders were consulted when the “Block

System” of land utilization was introduced at Makwe Irrigation Scheme in Matebeleland South Province.

*2.         HON. SEN. B. SIBANDA :  To ask the Minister of Agriculture, Mechanisation and  Irrigation Development to explain the position regarding the setting up of the Mtshazo  Irrigation Scheme in Ward 6 in Gwanda.

HON. SEN. MASHAVAKURE:  To ask the Minister of State for Liaising on Psychomotor Activities in Education policy steps that the government is taking to mainstream visually handicapped students into practical and tech – voc subject, especially at primary and secondary levels.

*4.

 

HON. SEN. CHIMHINI:  To ask the Minister of State for Liaising on Psychomotor

Activities in Education to state the Ministry’s practical and measurable successes and achievements in schools ever since the Ministry was established.

*5.

HON SEN. MASHAVAKURE:  To ask the Minister of Higher and Tertiary Education, Science and Technology Development the measures that  the Ministry is taking to ensure that the Department of Special Education at the United College of Education in Bulawayo is capacitated well enough to be able to equip teachers who go on to staff schools and resource centers for the blind to be able to deal effectively with braille mathematics, braille science including braille diagrams so that they are of maximum benefit of the visually impaired learners under their charge.

HON. SEN. MASHAVAKURE:  To ask the Minister of Health and Child Care as to when a church hospital is made a district hospital, more specifically, does it become a government institution or is it run as a government institution for the purpose of being a district health institutions.  Does it adopt the title of “District Hospital” in titular terms only?

*7.

 

 

HON. SEN. MASHAVAKURE:  To ask the Minister of Primary and Secondary Education to consider deducting a dollar or two per pupil, per grade, per term from the School Development Association/ Committee Levy without increasing amounts from current charges, to finance the printing, running and general administration of grade seven examinations in view of the fact that all pupils will sit for the examination at the end of their primary level education.

HON. SEN. MASHAVAKURE:  To ask the Minister of Finance and Economic Development

  • whether the Zimbabwe Revenue Authority recognize, for the purposes of working out customs duty and other import taxes and charges, discounts of more than 35% on goods bought from abroad by locally – based Zimbabweans?
  • to further explain why Zimbabweans should not get more than 35% price discounts if the foreign source of the goods is willing to give this to a buyer.
  • to state whether it is not possible that this somehow facilitates corruption by encouraging attempted bribery of entry ports officials

 

 

*9. HON. SEN. CHIMHINI:  To ask the Minister of Finance and Economic Development to inform the House;

  • What measures the Ministry is putting in place to effectively curb the abuse of scarce public funds, particularly in government ministries and parastatals as qualified in the Auditor General’s reports;
  • Which Ministries and parastatals if any, have been sanctioned for such improprieties for and to state the nature of penalties applied if any, as a way of showing government seriousness to stop the rot.

HON. SEN. MASHAVAKURE:  To ask the Minister of Home Affairs to state whether it is legal for police officers at road blocks to refuse to display or disclose their force numbers by, for example, covering them with jerseys.

HON. SEN. MASHAVAKURE:  To ask the Minister of Transport and Infrastructural Development whether there is a prescribed limit to the number of persons who may travel in, or be carried by a privately owned minibus or pick-up truck beyond which such a vehicle would have to be deemed to be a public commuter transport vehicle by police officers manning road blocks.

HON. SEN. CHIMHINI:  To ask the Minister of Transport and Infrastructural Development to;

  • Disclose to the House the total annual ZINARA disbursements that have been made to Mutasa Rural District Council ever since the department started disbursing funds to local authorities for purposes of  road maintenance;
  • To give a detailed breakdown of roads serviced using funds received and to state the amounts used for each road serviced.

HON. SEN. MASHAVAKURE:  To ask the Minister of Information Communication Technology the measures the Ministry is taking to ensure that members of the public can conveniently transact in and access mobile money transfer services across all the country’s mobile money transfer service across all the country’s mobile networks irrespective of the cell phone line that one may be using.

*14.

HON. SEN. CHIMHINI:  To ask the Minister of Local Government, Public Works and National Housing to explain the measures the Ministry has taken to cushin Local Authorities from financial hardships in order to enable them to continue providing quality service without increasing rates and other related service charges which emanated from the consequences of writing off water and rates charges for individuals in Local authorities after the 2013 harmonized elections.

*15.

HON. SEN. CHIMHINI:  To ask the Minster of Local Government, Public Works and National Housing to state:

  • How much revenue was collected by Mutasa Rural District Council as Development Levy in the Financial Years ending 2013, 2014 and the first six months of 2015;
  • The specific development projects that were funded by the Development Levy collected by Mutasa Rural District Council;
  • The policy on the payment of Development Levies by non profit making churches such as St Columbus Mission Church in Honde Valley under Mutasa Rural District Council which is struggling to collect church donations for the sustenance of local priests and nuns to carry out their pastoral duties.

*16. HON. SEN. MUMVURI:  To ask the Minister of Local Government, Public Works and National Housing to inform the House when government will gazette the public transport fares in urban areas considering that commuters are shortchanged during the rainy season.

*17.

 

HON. SEN. MUMVURI: To ask the Minister of Local Government, Public Works and National Housing to state when the Ministry will construct a road from Bungwe to Machiti Primary School in Ward 9, in Rushinga Rural District.

*18.

 

HON. SEN. CHIMHINI: To ask the Minister of Industry and Commerce to state the annual revenue derived from imported Chinese goods that have flooded shops in cities for the past three years.

*19.

HON. SEN. CHIMHINI: To ask the Minister of Justice, Legal and Parliamentary Affairs what the Ministry is doing as a way of ensuring the following:

  • That the Anti-Corruption Commission effectively conducts its constitutional mandate and produces tangible  results to instill  public confidence in its work;
  • That the Zimbabwe Human rights Commission maintains its independence thereby avoiding situations such as the one experienced in the 10 June 2013 By – Election in Hurungwe where the Commission investigated and confirmed incidences of political violence by some politicians but could not act on the findings.

*20. HON. SEN. CHIMHINI: To ask the Minister of Justice, Legal and Legal and Parliamentary Affairs to clarify the position regarding the voting by chiefs where there are divisions in the Senate on purely on political lines and to state whether the whipping system is correct, in view of the fact that Section 28 (2a – c) of the Constitution of Zimbabwe stipulates that traditional leaders must not act in any partisan manner.
