That this House takes note of the Report of the 46th Plenary Assembly Session of the

SADC Parliamentary Forum held from 10th to 17th December 2019 at Swakopmund,

Namibia.

That this House:

 

MINDFUL that children under Child Care Facilities are discharged from such Institutions upon attainment of 18 years of age,

 

ALSO MINDFUL that the United Nations Guidelines and Zimbabwe’s National

Residential Child Care Standards 6, recommends for a Discharge Plan for each child

before leaving the Child Care Facility,

 

CONCERNED at the inadequacy of follow up programmes by the Department of Social Welfare in monitoring the discharged youths as a way of preventing them from aimlessly roaming the streets.

 

NOW, THEREFORE, calls upon Government to partner with other stakeholders and private sector to alleviate the challenges associated with such decisions.

the Criminal Law and Codification Act [Chapter 9:23] and other statutes. (Adjourned    21st   July, 2020 – Hon Sen Dr Mavetera)

Question proposed: That this House –

 

RECOGNISING that the current international trends are moving towards the abolition

of the death penalty;

 

RECALLING the intense debate on the death penalty which characterized the 2013

historic Constitution making process;

 

NOTING that Section 48 of the Constitution dealing with the death penalty was a result

of the intense negotiations and create a clear discriminatory absurdity.

 

ACKNOWLEDGING that His Excellency, the President and other government officials

have openly and publicly spoken against the death penalty;

 

CONCERNED that despite these developments, the death penalty still remains in

Zimbabwe’s penal statutes;

 

NOW THEREFORE, calls upon the Minister of Justice, Legal and Parliamentary

Affairs to submit a constitutional bill to Parliament repealing the death sentence and the

provisions in the Criminal Law and Codification Act [Chapter 9:23] and other statutes.-

*1.     Hon. Sen. Chimbudzi:  To ask the Minister of Environment, Tourism, Climate and                    Hospitality to inform the House the measures being taken by the Government to control              environmental degradation and to explain the role of traditional leaders in this regard.

*2.     Hon. Sen. Gumpo: To ask the Minister of Environment, Tourism and Hospitality Industry

to explain to the House:

a) measures being taken by the Government to control the outbreak of veld fires

countrywide;

b) measures being taken by the Ministry to publicise information on the adverse effects of

veld fires on the environment.

government position on re-dollarization which appears to be market led, considering the

*11.    Hon. Sen. Tongogara: To ask the Minister of Finance and Economic Development to explain the government policy on enhancing domestic resource mobilization through beneficiation of the country’s natural resources.

         inform the House how Government is benefiting from large scale mining companies in      Zimbabwe and to provide disaggregated data on the contributions of these companies to                    the fiscus, including names such companies and amounts remitted.

Mpofu B: To ask the Minister of Public Service, Labour and Social Welfare to clarify government policy on job advertisements and deadlines, in view of the observation that on the 3rd of January 2020, NSSA advertised two senior positions namely that of Chief Property Investment Officer and Chief Investment officer stating the 10th of January 2020, as the deadline.

*16.     Hon. Sen. Tongogara: To ask the Minister of Public Service, Labour and Social Welfare to inform the House when the National Disability Policy to alleviate the plight of people living with disability will be enacted into law.

Chimbudzi: To ask the Minister of Defence and War Veterans to explain to the             House what the government policy is regarding the awarding of tenders of national development   projects and whether military engineers are considered so that they can benefit like private players.
