That this House expresses its sorrow on the death on Wednesday 5 August 2009 of the Vice President of Zimbabwe Hon. Joseph Wilfred Msika;
NOTES with pride the sterling role he personally played in the liberation of Zimbabwe; APPRECIATES with profound gratitude the patriotism he rendered in bringing unity, tranquillity and progressiveness among the people of Zimbabwe,
APPLAUDS his selfless dedication to ensure a better and prosperous Zimbabwe; and
RESOLVES that its deepest sympathy be conveyed to the Nation and to the family of our deceased hero-Hon Mohadi.

NOTING the number of people who are on Antiretroviral Therapy and those in need of Antiretroviral Therapy;
CONCERNED that the Community and Home Based Care givers are volunteers, and there is inadequate funding for Home Based Care Programmes from the Ministry of Health and Child Welfare and the National AIDS Council;
FURTHER CONCERNED that there are a lot of organisations involved in Community and Home Based Care Programmes;
NOW THEREFORE calls upon government:
- to make funding available for Community and Home Based Programmes
- to review the Home Based Care Policy so that it contains provisions for incentives for
Community and Home Based Care Givers
- ensures further decentralization and standardization of Home Based Care Program- Hon Muchihwa

In clause 2 of the Bill by the deletion of paragraph (a) of clause 2

In clause 3 of the Bill, by deletion of sub-clause (i) of the proviso.
AMENDMENT OF CLAUSE 4
BY SENATOR MONICA MUTSVANGWA
In clause 4 of the Bill, by the deletion, in line 16 of, “through the Minister in writing”.
AMENDMENT OF CLAUSE 6
BY SENATOR MONICA MUTSVANGWA
In clause 6 of the Bill, by the repeal of paragraph (a) and the substitution of the
following-
Sub-section (1) by the deletion of “four” and the substitution of “three”; and by the
deletion of sub-clause (b)(i).

In clause 8 of the Bill, by the deletion of the whole of clause 8 and the substitution of the
following:
“21(2) The Board shall consist of the Governor and every Deputy Governor and not fewer than five and not more than nine directors.”

“There shall be a Committee of the Board called the Audit and Oversight Committee
chaired by a non-executive director of the Board and consisting of three other non-
executive members of the Board who shall be appointed by the Board.

In clause 18 of the Bill, the deletion of section 63A.
AMENDMENT OF CLAUSE 19
BY SENATOR MONICA MUTSVANGWA
In clause 19 of the Bill, by the deletion of the whole of sub-clause (3) of the proposed section and the substitution of the following:
“(3) No shares or any assets of a company referred to in subsection (1) shall be sold by the Bank except with the leave of the Minister responsible for Finance, and where such leave is given, the Bank shall apply the proceeds thereof to meeting its liabilities, if any, that, on the date of commencement of this Act are found to exist.”

SENATOR MUMVURI: To ask the Co-Ministers of Home Affairs to explain the measures that the Ministry has put in place to curtail the rampant thefts of property, illegal panning of gold and indiscriminate cutting of trees perpetuated by the unemployed former farm workers who are still living on legally acquired and resettled farms. |
*2. | SENATOR MUMVURI: To ask the Minister of Health and Child Welfare to inform the House the number of health centers in Rushinga Rural District that have acquired referral status allowing them to distribute Anti-Retroviral (ARV) drugs and the measures the ministry is taking to increase the number of qualified staff (doctors and nurses) and to improve the supply of drugs at Chimhanda District Hospital. |

SENATOR MUMVURI: To ask the Minister of Higher and Tertiary Education to inform the House:
i) when the student teachers in Intakes 2 and 3 who have since completed the programme at Madziwa Teachers’ College are going to be certificated; ii) what steps the ministry is taking to improve and upgrade the facilities at Madziwa Teachers’ College inorder for the college to significantly increase its intake of trainees, and iii) why the recruitment of students on the Presidential Scholarship to South African Universities was centralized this year as opposed to decentralization through the Provinces as has been the case in previous years. |

SENATOR MUMVURI: To ask the Education, Sport, Arts and Culture to inform the House what long term measures the ministry is putting in place to recruit and retain Mathematics and Science teachers in the rural schools. |
