1. 1. President of the Senate informed the Senate of the assignment of Hon. Senators to Thematic Committees. Hon. Sen. P. Mupfumira was assigned to serve on the Thematic Committees on HIV and AIDS and Indigenisation and Economic Empowerment while Hon. Sen. N. Manyau was assigned to serve on the Thematic Committees on Gender and Development and HIV and AIDS.

2. Hon. Sen Muzenda, seconded by Hon. Sen Mathuthu, moved: That Notice of Motion No. 1, for today, stands over until Order of the Day No. 5 has been disposed of.

                 Motion put and agreed to.

3. Hon. Sen. C. Ndlovu, seconded by Hon. Sen. S. Mpofu moved That this House takes note of the Report of the Thematic Committee on Gender and Development on the benchmarking visit to Rwanda on women participation in leadership, politics, decision-making positions and women empowerment in the socio-economic sector from 26 to 31 March, 2022.

 

            On the motion of Hon. Sen. Mpofu, seconded by Hon. Sen. Chirongoma: Debate adjourned until tomorrow.

1. The Minister of Justice, Legal And Parliamentary Affairs:

That this takes note of the Report of the Zimbabwe Electoral Commission for the year 2021, presented to this House of Parliament in terms of section 323 (1) of the Constitution of Zimbabwe.

 

2. Adjourned debate on motion on the Report of the Thematic Committee on Gender and Development on the benchmarking visit to Rwanda (Adjourned 16^th August, 2022- Hon. Sen. C. Ndlovu)

Question proposed: That this House takes note of the Report of the Thematic Committee on Gender and Development on the benchmarking visit to Rwanda on women participation in leadership, politics, decision-making positions and women empowerment in the socio-economic sector from 26 to 31 March, 2022- Hon. Sen. C. Ndlovu.

 

3. Adjourned debate on motion on the need for government to provide adequate funds for the completion of dam projects (Adjourned 20^th July, 2022- Hon. Sen. Mabika)

            Question proposed:  NOTING with admiration that dams are an essential

             component/driver for economic development;

 

APPLAUDING the Government for the momentum gained towards changing people’s economic status, through the provision of opportunities in farming and increased access to potable water by encouraging construction of water bodies

 

CONCERNED at the low pace in completion of national dams which have the potential to transform people’s livelihoods countrywide;

 

FURTHER CONCERNED that some uncompleted dams may end up as white elephants thereby disadvantaging some communities in terms of economic empowerment;

 

NOW THEREFORE calls upon the government to provide adequate funds for the completion of all outstanding dam construction projects countrywide, among them Mirror Dam in Chipinge.- Hon. Sen. Mabika

 

4. Adjourned debate on the motion on vulnerable children living in the streets (Adjourned 20^th July, 2022- Hon. Sen. S. Mpofu)

            Question proposed: That:

    

 RECOGNISING Government’s mantra of leaving no one behind as envisaged in   vision 2030.

 

ACKNOWLEDGING that institutional care and social protection programmes instituted by Government and Development Partners to promote livelihoods of vulnerable children who are living on the street.

CONCERNED at the ever-increasing numbers of such children in the Harare Central Business District (CBD) and other cities around the country, a situation which violates Children’s rights to essential services such as education, health, safety, shelter and protection in general, as enshrined in the Convention on the Rights of Children and the Constitution.

FURTHER CONCERNED that life in the streets exposes children to sexual exploitations, drug abuse, physical, emotional, and psychological abuses, which are detrimental to their general welfare and productive livelihood.

CALLS UPON this House to implore Government to

1. ensure that, the Ministry of Public Service Labor and Social Welfare, assesses the root causes and addresses specific needs of such children so that they do not continue to live in the streets.
2. sensitize communities on responsible parenting that embraces a receptive culture

towards children living in the streets and ensure that they do not reconsider living in the street being provided better places to live – Hon. S. Mpofu.

    

5. Adjourned debate on the motion on policies that address and plug loopholes on tax evasions, illicit financial flows and corruption (Adjourned 20^th July, 2022- Hon. Sen Chinake)

Question proposed: That this House:

 

NOTING that Zimbabwe is endowed with various mineral wealth such as gold, diamond, granite, lithium, which are critical for attainment of an upper middle class economy in line with the 2030 vision;

FURTHER NOTING that the Ministry of Mines and Mining Development has a target to achieve a US12 billion mining sector by 2023.

CONCERNED that the mining sector is experiencing serious challenges on issues like tax evasion, illicit financial flows and corruption, which are detrimental to economic development;

 

            NOW, THEREFORE, this House calls upon Government to craft policies that address and plug loopholes related to tax evasion, illicit financial flows and corruption in the sector thereby promoting transparency and accountability of revenue generated-  Hon Sen. Chinake

Implementation and Monitoring to give an update on plans that have been put in place by

Government to resuscitate the District Development Fund Tillage Unit Programme in the

country.

*2. Hon. Sen. Chimbudzi: To ask the Minister of Minister of State for Presidential Affairs in

      charge of Implementation and Monitoring to inform the House the measures put in place

      to provide spare parts for boreholes that require servicing.

        House, the plans being put in place to address the high pricing of commodities by

        business communities.
