  1. The President of the Senate reminded the Senate that all Hon. Senators were requested to verify the information on their bio-data forms from 19th to 20th December, 2018 before they could be uploaded on the website and that the Public Relations Officers would be stationed in the Members Bar from 1400 hours to 1630 hours for the exercise.

  1. The President of the Senate informed the Senate that all Hon. Senators were advised to collect the Presidential portraits for their Constituencies from Public Relations Officers who would also be stationed in the Members Bar from 19th to 20th December, 2019, from 1400 hours to 1630 hours.

  1. The President of the Senate also informed the Senate of the changes to the Membership of Thematic Committees, whereby Hon. Chifamba had moved from the Thematic Committee on SDGs to the Thematic Committee on Gender and Development.

  1. Sen. Chief Chundu, seconded by Hon. Sen. Chief Chikwaka, moved: That this

            House-

 

 DEEPLY CONCERNED with the level of siltation which is threatening the  existence of most of our rivers and dams, with the water holding capacity of most of  them having been reduced to 40 or 60 percent thereby threatening the lives of  people, livestock and wild animals as they are being denied access to the precious  commodity, water;

 ALSO CONCERNED by the rise of incidents of human and wild life conflict as  animals stray into settlements surrounding National Parks in search of drinking

                  water;                

 AWARE of the vast economic benefits of our water bodies through the support of  agriculture, fishery and tourism activities;

        WORRIED that current government efforts to revive the agriculture sector through          the Command Agriculture Strategy will not bear the expected results without          harnessing water bodies for irrigation purposes.

 NOW, THEREFORE, calls for concerted efforts by the Ministry of Lands,  Agriculture, Water and Rural Resettlement, to reclaim our rivers, dams and streams  that have been affected by siltation over the years.

  1. Sen. Gumpo, seconded by Hon. Sen. Tongogara, moved: That this House-

 

 COGNISANT of the strategic role of tourism to the country’s economic  development, both as a major foreign currency earner and a source of employment;

 

        CONCERNED by the decline of Kariba Town as a tourist destination leading to high          unemployment levels;

 

 ALSO CONCERNED by delays in the construction of a new airport in Kariba,  which is critical for revival of the tourism industry in the town;

 

 FURTHER CONCERNED by the decline in the wild animal population which is a  major tourist attraction to the resort town;

                  NOW, THEREFORE, calls upon the Government to-

  1. expeditiously provide financial resources for construction of a new airport in             Kariba and upgrading of tourist facilities to international standards; 

 

  1. control the movement of wild animals into Kariba Town and poaching activities;

                       and 

  1. designate Kariba Town a Special Economic Zone status in order to unlock its             great economic potential.

  1. Sen. Timveos seconded by Hon. Sen. Dr. Mavetera, moved: That this House-

 CONCERNED with the allegations of corruption by the Zimbabwe Cricket Board  whose affairs are currently managed by the Chairman of the Board;

 COGNISANT of the need to restore the integrity and ensure good corporate  governance and professionalism by the Board;

 NOW, THEREFORE, calls upon the Ministry of Youth, Sport, Arts and Recreation  to ensure:

  1. there are mechanisms in place to prevent abuse of the funds of the Board by its Management; and.

  1. elections of officials to the Board are conducted in a transparent manner.

 CONCERNED by the recurrence of outbreaks of veld fires with devastating effects  on the environment such as deforestation, land degradation and siltation of rivers  which in turn affects agricultural production and ultimately the economy;

 

 ENCOURAGED by His Excellency, the President’s call for good environmental  management practices in His Official Opening Speech of the Ninth Parliament;

 WORRIED that the Environmental Management Agency (EMA) and other  responsible authorities of Government are failing to control the outbreak of veld      fires;

                  NOW, THEREFORE, calls upon-

  1. the Ministry of Environment, Tourism and Hospitality Industry in collaboration with the Ministry of Local Government, Public Works and National Housing; and       Ministry of Home Affairs and Culture to intensify awareness campaigns on the       effects of veld fires and ensure stringent penalties in relevant legislation against      perpetrators; and

  1. inculcate the dangers of veld fires from primary education level with a broader          view of fostering cultural change.

             AWARE that 70% of the diseases affecting cattle in Zimbabwe such as babesiosis,              anaplasmosis and theileriosis are caused by ticks;

    ALSO AWARE that tick borne diseases cause weight loss and consequently impact  negatively on livestock production;

    FURTHER AWARE that the Animal Health Act [Chapter 19:01] and Statutory  Instrument No. 250 of 1993 provide for dipping of livestock, especially cattle, to  protect them against tick borne diseases;

  NOW, THEREFORE; calls upon the Ministry of Lands, Agriculture, Water, Climate  and Rural Settlements to:

  • ensure proper maintenance of dip tanks and increase the number of dip tanks in areas mostly affected by tick-borne diseases;
  • enforce registration of calves within the stipulated period of two weeks;
  • monitor and control movement of livestock; and
  • encourage farmers to regularly dip their livestock in order to prevent tick-borne diseases- Sen. Chimbudzi.

            Question proposed: That this House takes note of the Report of the 139tht Assembly    of the Inter-Parliamentary Union (IPU), Geneva, Switzerland held from 14th to 18th    November, 2018- Hon. Sen. Muzenda.

  1. Adjourned debate on motion on the need to formulate a comprehensive National Disability Policy and review the Disabled Persons Act (Adjourned 18th December,                2018- Sen. Timveos).

COGNISANT that Zimbabwe enacted the Disabled Persons Act [Chapter 17:01] in

                  1992;

 ALSO COGNISANT that Zimbabwe ratified the United Nations Convention on the  Rights  of Persons with Disabilities and enacted Constitution of Zimbabwe  Amendment (No. 20)  Act in 2013;

 CONCERNED that no efforts have been made to domesticate the United Nations  Convention on the Rights of Persons with Disabilities and also to align the Disabled  Persons Act [Chapter 17:01] to the Constitution of Zimbabwe leading to a piece meal approach to disability issues;

 ALSO CONCERNED by the absence of a comprehensive National Disability Policy  in Zimbabwe, resulting in the continuous marginalisation of people with disability in  national development issues;

 NOW, THEREFORE, calls upon Government to urgently formulate a  comprehensive National Disability Policy and review the Disabled Persons  Act [Chapter 17:01] in line with  provisions of the United Nations Convention  on the Rights of Persons with Disabilities and  the Constitution of Zimbabwe  Amendment (No. 20) Act. -Hon. Sen.Timveos

 

  1. Adjourned debate on motion on the call for devolution (Adjourned 18th December, 2018- Hon. Sen. Mwonzora).

[Days elapsed:  13] Question proposed: That this House:

RECALLING that during the historic constitution making process and the subsequent constitutional referendum in 2013, the people of Zimbabwe unequivocally endorsed the principle of devolution of power and the transformation of the Zimbabwean State from a two tier to a three tier state.

NOTING that our Constitution makes provision for the election of Provincial Councils as well as the specific manner of the election of the Provincial Council leadership.

ACKNOWLEDGING that the current government has stated at least on paper that it is committed to implementing devolution in the current dispensation.

RECOGNISING the fundamental constitutional principle of the sovereignty of the people and the important fact that devolution is widely regarded by Zimbabweans as the answer to uneven regional development in the country.

ALSO RECOGNISING that the people of Zimbabwe elected their Members of the Provincial Councils on the 30th of July, 2018, which Members are yet to be sworn into office.

NOW, THEREFORE, Calls upon the Government to:

  1. Urgently bring a bill to provide for the Devolution, inter alia to provide for the key administrative and other processes in the Provincial Councils including the      election for the heads of those Councils within 2 months.

  1. Abolish the post of Minister of State for Provincial Affairs as they compromise the full implementation of devolution of power.

  1. Swear into office all the members of the provincial councils immediately and define their conditions of service and other mechanisms to make them more            functionally efficient.

  1. Provide budgetary support to the Provincial Councils –Hon. Sen. Mwonzora.

  1. Adjourned debate on motion on the call to solve the cash crisis in the country (Adjourned 18th December, 2018- Sen. Timveos).

                  NOTING the debilitating liquidity crisis facing the country;

CONCERNED that the introduction of Bond Notes has failed to improve the cash crisis;

AWARE that the cash crisis has affected procurement of essential goods and commodities that drive our economy;

NOW, THEREFORE calls upon the Executive to urgently find ways of improving the cash situation in the country – Hon. Sen. Shoko.

[Days elapsed: 14] Question proposed: That this House:

NOTING that a National Drug Policy is critical in ensuring that all drugs in the national drug distribution system are safe, efficacious, effective and of good quality whilst it also strengthens administrative, and regulatory controls of the same;

CONCERNED that the existing legal framework, such as the Criminal Law (Codification & Reform), the Dangerous Drugs Act and the Medicines and Allied Substances Act are either outdated and do not sufficiently provide for procurement and use of drugs;

NOTING that these current laws criminalize drug and substance use resulting in drug users fearing to seek treatment for TB and HIV infections;

AWARE that, decriminalization of drug use and drug policy reform as adopted globally by other countries are vital strategies to addressing the drug problem;  NOW, THEREFORE, calls upon Government to come up with a national drug policy and legislative framework that is grounded in science, public health and human rights to effectively minimize the effects of drug use within communitiesHon. Sen.  Timveos.

NOTING that vending has since become the main source of livelihood due to high levels of unemployment in the country;

SADDENED by the heavy handedness on vendors by armed police which has not spared the general public going about their businesses especially in the central business district in urban areas;

Now, therefore, calls upon Government;

  1. To engage in dialogue with vendors and their associations in an effort to find a lasting solution to the problems of vending; and

  1. To construct proper vending stalls at easily accessible sites - Hon. Sen. Chabuka
