MINDFUL of the great strides that Government has made in raising the literacy rate of the people in the country, through the provision of affordable educational programmes.

COGNISANT that providing education to the people empower them as “knowledge is power”.

NOW THEREFORE, commends the Government and the people of Zimbabwe for the success they have achieved in making Zimbabwe one of the countries with high literacy rates in Africa.

On the motion of Hon. Sen. Tawengwa, seconded by Hon. Sen. Hlalo: Debate adjourned until tomorrow.

  1. Adjourned debate on motion on the need to promote sports development in Zimbabwe    (Adjourned 22nd October, 2015- Sen. Masuku).

NOTING the need to promote sports development in the country;

COGNISANT that sports play a major role in uniting society;

CONSIDERING that men and women are involved in sport;

CONCERNED that many talented school leavers are loitering hence some have experience in sports;

DESIROUS to see a policy that promotes sports in Zimbabwe;

ACKNOWLEDGING that sports can create employment;

NOW THEREFORE calls upon government to;

  • Enact appropriate laws to capacitate the Sports Council of Zimbabwe;
  • Identify qualified coaches that will support talented players in both rural and urban areas;
  • Establish Sports Centre in all provinces; and
  • Eradicate corruption in sports– Sen. Chimbudzi

HON. SEN. GOTO:  To ask the Minister of Agriculture, Mechanisation and Irrigation Development to state the measures the Ministry has put in place to control fertilizer prices in order to protect consumers from being prejudiced by unscrupulous dealers.

HON. SEN. MASHAVAKURE:  To ask the Minister of State for Liaising on Psychomotor Activities in Education policy steps that the government is taking to mainstream visually handicapped students into practical and tech–voc subject, especially at primary and secondary levels.

HON. SEN. CHIMBUDZI: To ask the Minister of Health and Child Care to explain to the House the role played by traditional leaders in supporting HIV / AIDS programmes in their communities.

HIV / AIDS in the event that Global Fund and other donors withdraw their support.

HON. SEN. SIBANDA B:  To ask the Minister of Health and Child Care to explain why some Medical Aid Societies do not accept clients who are in the age group 60 to 65 years and to further state whether this practice is not discriminatory in view of the retirement age currently pegged at 65.

*9.       HON. SEN. MASHAVAKURE:  To ask the Minister of Finance and Economic Development

  • whether the Zimbabwe Revenue Authority recognize, for the purposes of working out customs duty and other import taxes and charges, discounts of more than 35% on goods bought from abroad by locally – based Zimbabweans;

  • to further explain why Zimbabweans should not get more than 35% price discounts if the foreign source of the goods is willing to give this to a buyer; and

  • to state whether it is not possible that this somehow facilitates corruption by encouraging attempted bribery by entry ports officials.

*10. HON. SEN. CHIMHINI:  To ask the Minister of Finance and Economic Development to inform the House;

  • What measures the Ministry is putting in place to effectively curb the abuse of scarce public funds, particularly in government ministries and parastatals as qualified in the Auditor General’s reports;

  • Which Ministries and parastatals if any, have been sanctioned for such improprieties and to state the nature of penalties applied if any, as a way of showing government seriousness to stop the rot.

HON. SEN. CHIMHINI: To ask the Minister of Finance and Economic Development to state the annual revenue derived from imported Chinese goods that have flooded shops in cities for the past three years.

HON. SEN. CHIMBUDZI:  To ask the Minister of Finance and Economic Development to explain why Zimbabwe on boarders do not have road patrols as is the case with South Africa and Botswana.

HON. SEN. SIBANDA B:  To ask the Minister of Finance and Economic Development whether banks have realigned the interest rates pronounced by the Governor of the Reserve Bank of Zimbabwe when he issued his latest monetary policy.

HON. SEN. MASHAVAKURE:  To ask the Minister of Home Affairs to state whether it is legal for police officers at road blocks to refuse to display or disclose their Force numbers by, for example, covering them with jerseys.

HON. SEN. CHIMBUDZI:  To ask the Minister of Home Affairs to state the Ministry’s plans regarding the normalization of relations with neighboring countries that are deporting Zimbabweans for no apparent reason.

HON. SEN. CHIMBUDZI:  To ask the Minister of Home Affairs to state when the Ministry will electrify Beitbridge Boarder Post to enable the scanning machines work as expected.

HON. SEN. CHIMBUDZI:  To ask the Minister of Home Affairs to state the measures that the Ministry has put in place to curb corruption at Beitbridge and Plumtree border posts.

HON. SEN. CHIMBUDZI:  To ask the Minister of Home Affairs to state the steps that the Ministry is taking to deal with human trafficking at our borders.

HON. SEN. SIBANDA B:  To ask the Minister of Transport and Infrastructural Development to explain how the Ministry intends to protect registered commuter omnibus operators who pay various taxes to government, from competition coming from hundreds of unregistered private taxi operators who are operating on their routes illegally.

*20.     HON. SEN. SHIRI:  To ask the Minister of Information Communication Technology,

Postal and Courier Services to explain the position regarding the setting up of information centres nationwide and to state measures in place to improve the accessibility of information by persons with disabilities especially the hearing and visually impaired.

*21.

HON. SEN. CHIMBUDZI: To ask the Minister of Information, Communication and Technology to inform the House what plans the Ministry has put in place to promote the advancement of women in the Information Communication Technology ICT sector in Zimbabwe.

HON. SEN. CHIMBUDZI:  To ask the Minister of Information, Communication and Technology to explain

(a)   The advantages of the market research;

(b)   And to further explain why market research is indispensable; and

(c)   How market research assists in the monitoring of growth of companies as well as that of  competitors.

HON. SEN. CHIMHINI: To ask the Minister of Justice, Legal and Parliamentary Affairs what the Ministry is doing as a way of ensuring the following:

  • That the Anti-Corruption Commission effectively conducts its constitutional mandate and produces tangible  results to instill  public confidence in its work; and

  • That the Zimbabwe Human Rights Commission maintains its independence thereby avoiding situations such as the one experienced in the 10 June 2013 By – Election in Hurungwe where the Commission investigated and confirmed incidences of political violence by some politicians but could not act on the findings.

*24. HON. SEN. CHIMHINI: To ask the Minister of Justice, Legal and Legal and Parliamentary Affairs to clarify the position regarding the voting by chiefs where there are divisions in

the Senate on purely political lines and to state whether the whipping system is correct, in view of the fact that Section 28 (2a – c) of the Constitution of Zimbabwe stipulates that traditional leaders must not act in any partisan manner.

 .

HON. SEN. CHIMBUDZI:  To ask the Minister of Environment, Water and Climate the progress that the Ministry has made to educate the nation on the effects of climate change.

HON. SEN. CHIMBUDZI:  To ask the Minister of Sports and Recreation to explain the measures that the Minstry has put in place to ensure that children living with disabilities are not discriminated against in sporting activities.

HON. SEN. CHIMBUDZI:  To ask the Minister of Public Service, Labour and Social Services to state the measures in place to ensure that all churches are registered inorder to legalize their operations in the country.

HON. SEN. SINAMPANDE: To ask the Minister of  Public Service, Labour and Social Welfare to explain  Government’s  policy on the  deployment of teachers with specialized skills in subjects such as  mathematics  to certain areas  they do not speak the local languages
