10. Adjourned debate on motion on the proposal for the Executive to declare a specific day to celebrate women’s achievements in the development and liberation of the country. (Adjourned 5th August, 2021 – Kashiri)

Question again proposed: That this House:

 

MINDFUL of the important significance that Public holidays, national monuments and historical artifacts and the naming of public assets play in the country as symbols of cultural identity;

 

ALSO MINDFUL that public holidays contribute immensely to national identity as they reflect national values, vision and aspirations of the citizenry on issues that reflect gender equality, equity and demonstrate national commitment to constitutionally shared values and principles;

 

CONCERNED that there is no public holiday set aside to commemorate achievements, contributions and the role played by women in the cultural. Political, socio and economic development spheres of the country;

 

ACKNOWLEDGING that the country has recognized specific holidays to honour the roles played by some groups in the society, for example the 21^st February movement, National Youth Day, Workers Day and Heroes Day and Defence Forces Days;

 

COGNISANT that the International Women’s Day commemorations are held annually on the 8^th of March to honour the role played by women in the struggle for the emancipation and their contribution to their respective Nations in the past, present and future and yet in Zimbabwe this day is not a formal public holiday;

 

REALISING that other countries in the region have set aside public holidays that are related to their historical background and economic development including women’s achievement;

 

FURTHER COGNISANT of the critical roles played in the first and Second Liberation War by women such as Nehanda Nyakasikana, the spiritual leaders and other.

 

NOW THEREFORE, calls on this August Assembly to urge the Executive to emulate other countries in the region by declaring a specific day to celebrate women’s achievements in the development and liberation of the country. – Hon. Madiwa.

1. when the Ministry will refurbish a transformer that services Deketa Primary and Secondary School as well as the Business Centre in Ward 21, Zaka West Constituency which was destroyed sometime back.

 

1. when the electricity poles that were damaged will be repaired in ward 29, in the Zaka West Constituency.

*3	HON. CHINYANGANYA: To ask the Minister of Energy and Power Development to
	inform the House when the transformer in Waverly, Kadoma is going to be replaced
	since people have been living in darkness for quite some time.

HON HAMAUSWA: To ask the Minister of Youth, Sports, Arts and Recreational Facilities to inform the House the measures that Government has put in place to rehabilitate sporting facilities such as 3 Football pitches, a basketball ball pitch and other open spaces for other sporting activities in the Warren Park Constituency.

*5.		HON HAMAUSWA: To ask the Minister of Environment, Climate Change, Tourism and Hospitality Industry to inform the House what efforts have been made by the Ministry to promote the image of Meriki Shopping Centre in Warren Park D as one of the viable centres to promote domestic tourism.

HON M KHUMALO:  To ask the Minister of Health and Child Care to inform the House    when  the    construction of the Dongamuzi Rural Health  Centre in Lupane West Constituency will commence considering that annual budget allocations have been provided over the years and yet no work has been done to date.
*7.		HON. CHINYANGANYA: To ask the Minister of Public Service, Labor and Social
		Welfare to inform the House when former employees of David Whitehead and
		Scotford Textiles who were retrenched some decades ago are going to receive
		their packages.
*8.		HON. TSUURA: To ask the Minister of Public Service, Labour and Social Welfare to
		inform the House what Government policy is regarding the operation of NGOs who
		are duly registered under the laws of Zimbabwe, but are being a banned from
		operating, on a directive by a Provincial Development Coordinator.
*9.		HON. CHINYANGANYA: To ask the Minister of Primary and Secondary Education to inform the House when funds to complete Rimuka Primary School are going to be availed.
*10.		HON. CHINYANGANYA: To ask the Minister of Information, Media and Broadcasting
		Services to inform the House when the Kadoma ZBC transponder is going to be solar
		powered so that the transmission is not lost when there are power outrages.
*11.		HON. TSUURA: To ask the Minister of Justice, Legal and Parliamentary Affairs to
		inform the House-
		a) what the Government policy is regarding the age of consent to sexual intercourse
		considering that the promised alignment of the Criminal Law (Codification and
		Reform) Act with the Constitution has not yet been tabled before Parliament.
		b) Whether or not the inconsistencies with the Constitution of the Acts of Parliament
		as evidenced by the one that provides for an age of consent lower than the age
		prescribed in the supreme law of the land, do not create confusion.
*12.		HON. TSUURA: To ask the Minister of Justice, Legal and Parliamentary Affairs to
		inform the House what government’s policy is towards the current recruitment of
		High Court Judges considering that pronouncements attributed to the Honourable
		Minister of Justice, Legal and Parliamentary Affairs on some of the disciplinary
		challenges in the judicial system stem from the recruitment process and to elaborate
		on whether the citizens should expect another constitutional amendment.
*13.	HON. TSUURA: To ask the Minister of Home Affairs and Cultural Heritage to inform
	the House measures taken by government to curb corruption at Beitbridge Border
	Post.
*14.	HON. TSUURA: To ask the Minister of Home Affairs and Cultural Heritage to inform the House whether Police conduct residential patrols in residential areas considering a spike in cases of armed robberies in residential areas.
*15.	HON. TSUURA: To ask the Minister of Home Affairs and Cultural Heritage to inform
	the House the relevant authority responsible for ferrying bodies of people who died at
	their homes to mortuaries for post-mortems and other services and to state why the
	Police have since stopped to provide this service.

*16.    HON.  MAYIHLOME: To ask The Hon Minister of Transport and Infrastructural

Development to inform the House-

1. why the repairs and upgrading of the Mawabeni – Mbizingwe – Old Bulawayo road end at a Council boundary instead of connecting to the Old  Bulawayo road thereby               bringing full economic benefits to the corridor as a whole.
2. when will the upgrading of the Beitbridge – Victoria Falls Road will commence.

COGNIZANT that Zimbabwe is always prone to natural and man-made disasters prompting the need for risk management plans to be put in place at all times;

 

MINDFUL that the effects of these disasters affect women and children mostly who are always the most vulnerable in most cases;

 

ACKNOWLEDGING that Sustainable Development Goals 2, 3, 5, 6 and 13 emphatically underpin the need for social protection and well-being of every citizen regardless of the social status in society;

 

FURTHER ACKNOWLEDGING that the National Development Strategy (NDS 1) supported by the National Social Protection Policy Framework is designed to implement appropriate social protection safeguards for vulnerable groups;

 

NOTING WITH DISMAY that disasters associated with climate change are always on the increase in the country leading to environmental damages and displacements as evidenced by Tokwe Mukosi floods, Cyclone Idai and the Covid-19 pandemic;

 

NOW, THEREFORE, CALLS upon the EXECUTIVE to;

 

1. come up with policies that enhance gender responsive risk reduction strategies for scourges like the Covid-19 pandemic.
2. further mainstream gender sensitive policies and legislation.
3. prioritize resource allocation to programmes associated with reduction of disasters in the country.
4. enhance the capacity of women in risk management programmes and ensure that they are adequately represented in all decision making position that have to do with issues of disaster management.

COGNISANT of the significance of public holidays as symbols of cultural and national identity worldwide;

 

ALSO COGNISANT that public holidays reflect the national vision, and aspirations of the citizenry in general, as well as national commitment to constitutionally shared values and principles;

 

ACKNOWLEDGING that Zimbabwe recognizes specific holidays to honour the roles played by distinct societal groups such as the 21st February Movement, National Youth Day, Workers’ Day and Heroes Day, amongst others;

 

CONCERNED that Zimbabwe has not yet designated a public holiday to commemorate the rights of children considering that this societal group comprises about 50 percent of the country’s population (Zimbabwe Statistics Agency, 2016) and its strategic role towards the achievement of sustainable development;

 

ALSO CONCERNED that children continue to suffer deprivation of their rights in areas such as access to food, education and medical health care, with 4.1 million children in the country estimated to be in need of lifesaving and humanitarian assistance (UNICEF, 2021);

 

ENCOURAGED that Zimbabwe is a party to the United Nation Convention on the Rights of the Child and African Charter on the Rights and Welfare of the Child, as well as hold annual celebrations thereto.

 

MINDFUL that other state parties, including regional countries have established public holidays to commemorate the rights of children in recognition of the crucial importance of this key group to national development.

 

NOW THEREFORE, calls on this august House to urge the Executive to emulate   other regional countries by declaring a specific day to commemorate the rights of children in Zimbabwe.

DESIROUS to uphold the Constitution and to protect it at all times;

 

COGNISANT that Section 20 of the Constitution of Zimbabwe provides that the State and all institutions and agencies of government at every level must take reasonable measures including affirmative action programmes, to ensure that youths, that is to say people between the ages of fifteen to thirty- five years-

 

1. have access to appropriate education and training;
2. have opportunities to associate and to be represented and participate in political, social economic and other spheres of life;
3. are afforded opportunities for employment and other avenues to economic empowerment;
4. have opportunities for recreational activities and access to recreational facilities; and
5. are protected from harmful cultural practices, exploitation and all forms of abuse.

ALSO, COGNISANT that the founding values and principles which bind the State and all institutions and agencies at every level include, among other things, recognition of the rights of Youths,

 

ACKNOWLEDGING that any measures and programmes for the Youths must be inclusive, nonpartisan and national in character;

 

DESIROUS to promote Youth inclusion and influence in public policy with the main objective of increasing and improving youth participation in the broader economic sphere in order to harness the Youth demographic dividend

 

NOW, THEREFORE, RESOLVES, that

 

1. A Caucus of influencers and Youth experts, led by sitting Hon Members of the National Assembly, be assembled to focus on policies and frameworks that drive the Youth Agenda Sector towards the National Economic and Social Transformation Agenda;

 

1. Hon Members of Parliament in their various Constituencies prioritise Youths in resource allocation and programming;

 

1. Hon Members pursue innovative initiatives and strategies that bring together the Youth sector and the various stake holders for the purposes of promoting participation and mainstreaming in public and private sector programming in the country – Hon Mavetera

Question proposed: That this House:

 

MINDFUL of the important significance that Public holidays, national monuments and historical artifacts and the naming of public assets play in the country as symbols of cultural identity;

 

ALSO MINDFUL that public holidays contribute immensely to national identity as they reflect national values, vision and aspirations of the citizenry on issues that reflect gender equality, equity and demonstrate national commitment to constitutionally shared values and principles;

 

CONCERNED that there is no public holiday set aside to commemorate achievements, contributions and the role played by women in the cultural. Political, socio and economic development spheres of the country;

 

ACKNOWLEDGING that the country has recognized specific holidays to honour the roles played by some groups in the society, for example the 21^st February movement, National Youth Day, Workers Day and Heroes Day and Defence Forces Days;

 

COGNISANT that the International Women’s Day commemorations are held annually on the 8^th of March to honour the role played by women in the struggle for the emancipation and their contribution to their respective Nations in the past, present and future and yet in Zimbabwe this day is not a formal public holiday;

 

REALISING that other countries in the region have set aside public holidays that are related to their historical background and economic development including women’s achievement;

 

FURTHER COGNISANT of the critical roles played in the first and Second Liberation War by women such as Nehanda Nyakasikana, the spiritual leaders and other.

 

NOW THEREFORE, calls on this August Assembly to urge the Executive to emulate other countries in the region by declaring a specific day to celebrate women’s achievements in the development and liberation of the country. – Hon. Madiwa.

MINDFUL that domestic resource mobilization is essential in ameliorating the burden of repayment of overdue debts and bringing about normalcy in the resuscitation of the economic sector in the country;

ACKWOLEDGING the inalienable rights of the people to better living conditions

through the utilization of their country’s diverse mineral resources such as the untapped lucrative coal bed methane gas which still lies untapped in Lupane yet it can generate millions of revenue to the state;

COGNISANT that the natural methane gas reserves in Lupane which were discovered several decades ago have the potential to strengthen the economy of the country in a very short time by boosting the energy generation capacity;

FURTHER COGNISANT that Zimbabwe is not a party to the Extractive Industries Transparency Initiative (EITI), a global standard for the good governance of mineral resources which seeks to address the key governance issues in the extractive sector;

NOW, THEREFORE, CALLS upon the Executive to;

1. Expeditiously find a reliable investor to convene operation on the methane gas        resources on a Build-Operate and Transfer (BOT) basis.
2. Prioritize the engagement of locals in this project in view of their background knowledge of the prevailing conditions in the area.
3. Consider joining the Extractive Industries Transparency Initiative (EITI) as a matter                of urgency in view of the benefits that can be accrued along the value chain starting             from the point of extraction right up to where government generates revenue– Hon.

NOTICE OF MOTION

That this House

 

WHEREAS the Private and Security Guards (Control) Act Chapter 27:10 provides for the appointment of a controller of Private investigator and Security Guards and, in particular, for the licensing of Private investigators and Security |Guards as individuals and corporate entities for the purposes of carrying out private investigation of cases and provision of private security services;

 

DISTURBED that the Act neither takes into account the broader perspectives of loss control, of which security and investigation are components, as a practice or profession hence leaving propriety investigation and security departments out of the regulatory framework;

 

REALIZING private investigation and security management as a practice and profession has potential to provide positive contributions to national security if granted professional self – regulating mechanism in terms of training, operation and structural arrangement under a structured legal framework;

 

CONCERNED that private security organization (PSOs) are transforming into private military security companies (PMSC) with capability to discharge combat operations and the attendant national security threat thereof;

 

NOTING that our universities and other institutions of higher education now produce loss control graduates who wish to be collectively formed into professional associations and embark on continuing professional development which can only be provided by legally designated professional associations;

 

CONCERNED that the Private Investigator and Security Guards Control Act does not provide for establishment and registration of such self-regulating professional private investigation and security guards management associations;

 

DISTURBED that the same Act has no provision for standards for professional service and code of conduct of members in the practice of private investigation and security guards management;

 

COGNISANT that the Minister of Home Affairs in terms of Section (2) of the Act, by Statutory Instrument may designate an association of Private investigators or security Guards for the purposes of the definition of “designated association” in Section (1).

 

Now, therefore, calls upon the Minister to repeal the act so as to bring proprietary private investigation, security guard and loss control departments into the regulatory framework and to provide a clear definition of designated association as envisaged by Section (2) of the Act so as to enable its implementation.
